국문 초록

본 연구는 ‘통일 이후’ 한반도 통치에 적합한 정부형태를 모색하고자 한다. 특히 준대통령제가 통일한국 사회에 타당한 정부형태임을 보이고자 한다. 이를 위해 현대 사회의 민주주의 이행은 대표성과 효율성이라는 사회적 가치가 균형적으로 추구될 필요가 있으며 준대통령제가 그러한 목적에 부합하는 정부형태임을 보인다. 또한 대내적으로는 대표성을 우선적으로 만족시킬 필요가 있으며 대외적으로는 정책적 효율성이 우선적으로 추구될 필요가 있는 정치사회적 환경을 지닌 통일한국 사회 역시 준대통령제가 타당한 정부형태임을 주장한다. 마지막으로 통일한국 사회에서 대통령, 의회, 내각 사이의 관계를 중심으로 준대통령제가 원활히 작동할 수 있기 위한 제도적 조건을 제시하였다.

영문 초록

This article explores a type of government appropriate for the unified Korean society in the future. In particular, it shows a semi-presidential government might be a plausible alternative. In so doing, from the theoretical perspective, it explains under semi-presidentialism two democratic values, representativenes and efficiency, can be achieved in balance. In addition, it argues that the semi-presidential government can meet both the efficiency for foreign affairs and the representativeness for domestic political development required for the unified Korean society. Finally, focusing on the power relationship among president, parliament and cabinet members, it suggests a few institutional conditions with which the semi-presidentialims at the unified Korean society works well.
