국문 초록

본 연구는 한반도에서의 군사적 위기시 “긴급억제(immediate deterrence)”의 신뢰성과 실효성을 분석하는데 목적이 있다. 6.25전쟁으로 인해 분단이 고착화되고 70여 년의 경쟁과 대립관계 속에서 수많은 군사적 위기가 발생했지만, 제2의 6.25전쟁으로 비화되지 않고 위기를 관리할 수 있었던 것은 위기 시마다 한미동맹의 “긴급억제” 조치가 “신뢰성(credibility)”을 충분히 담보하였기 때문이다. 평시 “일반억제(general deterrence)”의 신뢰성은 힘의 균형, 이익 균형, 평판이 담보할 수 있지만, 위기시에는 도전국을 위협할 수 있는 방어국의 능력과 이익영역, 위험에 의해 방어국의 위협 신뢰성이 구성되고 이에 따라 도전국의 차후 행동이 결정된다는 것이다. 따라서 평시부터 국력과 이익의 균형에 대한 북한의 인식에 영향을 주기 위한 노력도 중요하지만, 위기시에 직접 투입가능한 군사력을 추가적으로 현시하고, 한국의 사활적 이익영역임을 분명히 하며, 우발적인 확전의 여지를 남겨두는 조치가 요구된다. 또한 긴급억제 조치의 실행 주체로서 한미 공조체계의 중요성은 더욱 부각된다.

영문 초록

This study aims to analyze the credibility and effectiveness of “immediate deterrence” in the event of a military crisis on the Korean Peninsula. Although the division of the Korean Peninsula became permanent after the Korean War and numerous military crises occurred amid more than 70 years of competition and confrontation, the reason why the crisis could not escalate into a second Korean War was that the “immediate deterrence” of the Korea-U.S. alliance was sufficient to guarantee the “credibility” of the threat. The credibility of peacetime “general deterrence” can be guaranteed by the balance of power, the balance of interests and reputation, but in times of crisis, the credibility of the defender is constructed by the on-site military power, the area of interest, and the risk of the defender to threaten the challenger, and thus the future actions of the challenger are determined by the defender’s actions. Therefore, efforts should be made to influence North Korea's perception of the balance of national power and interests in peacetime, and in times of crisis, we need to present the military force that can be directly deployed, to clearly show that it is a vital part of Korea's interests, and to give “the threat that leaves something to chance.” In addition, the ROK-U.S. alliance, which implements immediate deterrence measures, is all the more important.
