이스라엘의 군사혁신과 한국군에의 시사점

국문 초록

본 논문은 이스라엘의 군사혁신 동인과 주요 성과를 살펴보고, 한국군이 본받을 만한 시사점을 도출하는 데 목적을 뒀다. 군사혁신의 개념적 분석 틀을 설계하고 주요 구성 요소별로 이스라엘의 군사혁신 동기와 성과를 분석했다. 이스라엘군은 군사혁신의 보편적 개념과 원리를 그대로 적용한 것은 아니지만, 전쟁 수행 개념 및 방식의 특이성과 군사기술 및 전력체계의 우월성은 군사혁신의 성과라고 볼 수 있다. 핵무기 및 중·장거리 탄도미사일, 정보·감시·정찰 위성, 다층 공중·미사일 방어체계, 정찰·공격 무인항공기 등 기술집약적 전력을 확보했다. 시민군제도, 통합군체제, 정찰-타격 복합 전력 운용 개념 및 신 전격전 교리, 특수전 및 정보·사이버전 조직, 탈피오트제도 등 혁신적 방위체제와 작전운영개념 및 조직을 발전시켰다. 한국군은 이스라엘의 군사혁신을 참고하면서 한반도형 군사혁신을 추구할 필요가 있다. 첫째, 북한의 핵·미사일 등 핵심 군사위협을 무력화시킬 수 있는 비대칭적 군사 방책을 마련해야 한다. 둘째, 적의 전략적 중심을 샅샅이 들여다 볼 수 있는 감시·정찰 능력을 비약적으로 발전시켜야 한다. 셋째, 북한의 공중·미사일 위협과 주변국의 미사일 위협에 대비할 수 있는 다층적 공중·미사일 방어체계를 구축해야 한다. 넷째, 북한 전역의 전략·전술적 목표를 동시 병렬적으로 타격할 수 있는 다양한 정밀 유도무기 전력과 주변국의 전략적 중심을 위협할 수 있는 장거리·극초음속·초정밀 미사일 전력을 확보해야 한다. 다섯째, 한국형 군사기술혁명의 창출을 주도할 수 있는 군사기술 엘리트 인재를 육성해야 한다.

영문 초록

The objective of this article is to examine the significant causes that have led Israel's revolution in military affairs and its outstanding outcomes. This article also tries to figure out the lessons the Korean armed forces actually need for the revolution in military affairs. To be more specific, it is meaningful to build the conceptual framework of revolution in military affairs and conceptualize key factors. By applying each of factors to the case the article analyzes causes and outcomes of the Israel's revolution in military affairs(RMA). Israel Defense Forces(IDF) do not adopt general concepts and principles of revolution in military affairs comprehensively. Consequently they have developed own concepts and methods of warfare and superiority in military technology and the military systems. In detail, it is important to focus on the high-tech military systems Israel has built up, such as nuclear weapons, medium and long-range ballistic missiles, intelligence, surveillance and reconnaissance satellites, multilayer air and missile defense systems and reconnaissance and strike unmanned air vehicles(UAV). In addition, Israel has developed the innovative defense system and operational concepts and organizations, for example, unified forces, reconnaissance and strike complex, new doctrine of blitzkrieg warfare, special warfare units, information and cyber warfare units and Talpiot program. This article suggests some lessons to substantially enable the Korean revolution in military affairs from the Israel case analyzed with the theoretical frame. First, it is important to establish asymmetric military strategies that can deter the biggest military threats such as North Korea's nuclear weapons and missiles. Second, the Korean forces need to recognize more thoroughly enemy's strategies and its centers of gravity, so they need to develop surveillance and reconnaissance capabilities much more rapidly than now. Third, it is significant to build multilayer air and missile defense systems to prevent air and missile threats by North Korea and other countries. Forth, one of substantial issues is to build up diverse precise guided munitions that enable simultaneous parallel strikes against strategic and tactical targets in the whole area of North Korea and standoff hypersonic high-precision missile power system that can strike enemy's strategies and its centers of gravity. Finally, the Korean armed forces should educate much more military elites specialized in military technologies who can lead the Korean RMA.
