호주의 쿼드 협력 참여요인 분석

국문 초록

2007년 쿼드 협력을 철회한 호주는 왜 2017년부터 다시 쿼드 협력에 참여하고 있는가? 중국과 수천 km나 이격된 호주가 미국의 대중국 구상인 쿼드 협력에 참여하는 점은 매우 흥미롭다. 특히 호주에 있어 중국은 최대 수출국이자 최대 수입국이기도 하다. 본 연구는 이러한 문제의식 하 가설설정의 연구방법을 통해 호주의 쿼드 협력 참여요인을 분석한다. 즉, 호주의 쿼드 협력에 영향을 미치는 요인으로 중국의 위협, 경제 의존도, 국내 정치요인이라는 3가지 가설을 설정하여 이를 검증한다. 연구 결과, 본 연구는 중국의 위협 증가가 2017년 호주가 쿼드 협력 참여를 결정하는 데 핵심적인 요인이었다고 주장한다. 호주는 한국과 전략적 유사성을 갖고 있다. 호주와 한국, 두 나라 모두 미국과 동맹을 맺고 있으며 중국과 경제적으로 많은 교류협력을 하고 있기 때문이다. 이러한 전략적 유사성에도 중국의 위협 하에 호주는 쿼드 협력에 참여한 반면, 한국은 미국의 대중국 구상에 대한 선택을 내리지 못하고 있다. 2021년 새로 출범한 바이든 행정부는 쿼드 협력을 아태 지역에서 미국 정책을 발전시킬 근본적인 토대로 보고 있다. 미국의 대중국 구상에 대한 참여 요구가 높아질 것으로 예상되는 가운데 본 연구는 한국의 국가전략에 중요한 전략적 시사점을 제공할 수 있을 것이다.

영문 초록

Why has Australia, which withdrew its Quad cooperation in 2007, participated in Quad cooperation again since 2017? It is very interesting that Australia, which has been separated from China for thousands of kilometers, participates in the Quad cooperation, the U.S. initiative toward China. Especially for Australia, China is the largest exporter and largest importer. This study analyzes Australia's quad-cooperative participation factors through research methods in these problematic hypothesis settings. In other words, we validate this by establishing three hypotheses: China's threat, economic dependence, and domestic political factors as factors affecting Australia's quad cooperation. As a result of the study, this study argues that China's increased threat was a key factor in Australia's decision to participate in quad cooperation in 2017. Australia has a strategic similarity with Korea. Both countries, Australia and South Korea, are allied with the United States and have a lot of exchanges and cooperation with China. Despite these strategic similarities, Australia participated in quad cooperation under the threat of China, while South Korea has failed to make a choice about the U.S. plan to China. The Biden administration, which was newly launched in 2021, sees quad cooperation as a fundamental foundation for the development of U.S. policy in the Asia-Pacific region. While the U.S. demand for participation in the idea of China is expected to increase, this study could provide important strategic implications for Korea's national strategy.
