『국방혁신 4.0』 구현을 위한 국방 R&D 역할의 중요성과 함의

국문 초록

본 연구는 현 정부에서 추진하는 『국방혁신 4.0』을 구현하기 위해 국방 R&D에 대한 역할 정립과 확대방안을 제시하는 데 그 중점을 두었다. 1년여 기간 동안 지속되고 있는 러시아·우크라이나 전쟁은 우리 군으로 하여금 첨단과학기술이 접목된 군사적 패러다임의 변화와 전력증강 방향에 대한 재설계를 요구하고 있으며, 현 정부는 급변하는 안보환경에 효과적으로 대처하기 위해 『국방혁신 4.0』을 강력하게 추진하고 있다. 이는 기존 『국방개혁 2.0』의 한계를 극복함은 물론 북한 핵·미사일 위협, 미·중 경쟁 및 인구절벽 등의 복합적인 도전요인에 대응하기 위해 ‘AI과학기술강군 육성’을 위한 첨단과학기술 기반 전력증강 방향을 제시하고 있다. 첨단과학기술 기반의 강군 건설을 정상적으로 완수하기 위해서는 필연적으로 관련 방위산업 분야와 연계한 국방 R&D가 활성화되어야 한다. 그러나 우리 군을 포함한 국방 R&D 및 방산업체 종사자 중 대다수는 국방 R&D의 중요성에 대해서는 인정하면서도 국방 R&D의 역할에 대한 심층 깊은 연구를 통해 명확한 개념을 규정하지 못하였다. 따라서 본 연구에서는 국내·외에서의 선행연구에 대한 이론적 고찰을 통해 국방 R&D의 역할을 정립하고 이를 기초로 현 정부의 『국방혁신 4.0』을 구현하기 위한 국방 R&D의 역할 확대방안을 제시하였으며, 국방 R&D 정책에 대한 명확한 설정, 무기체계 개발과 연계한 전략적 국방 R&D 역할 확대, 새로운 접근전략 추진 등의 정책적 제언을 하고자 한다.

영문 초록

This research is focused on the roles and expansion of defense R&D to realize 『Defense Innovation 4.0』 being implemented by the present government. The Russia-Ukraine warfare, being prolonged for more than an year, has forced our military to come up with the redesigning of combat power improvement plans and the changes in military paradigm with cutting-edge technology. The present government is actively pushing 『Defense Innovation 4.0』 to effectively respond to rapidly changing security environment. It suggests a direction of combat power improvement based on cutting-edge technology for the cultivation of ‘AI Science - Technology Military’ to respond to complex challenges such as the North Korea nuclear missile threats, US-China competition and a decline in population as well as to overcome the limitation of 『Defense Innovation 2.0』. To successfully cultivate strong military based on Hi-tech science and technology, defense R&D must be activated inevitably with related defense industries. Unfortunately, although our military, defense R&D and defense industry practitioners acknowledge the importance of defense R&D, a clear concept of the role of defense R&D has not yet been discussed. Therefore, this research is to establish the role of defense R&D through theoretical speculation as to domestic and international preceding research, and to propose measures to expand the role of defense R&D to realize the present government’s 『Defense Innovation 4.0』. This aims to make policy suggestion such as clear setting of defense R&D policies, an expansion of the role of defense R&D with weapon system development, and the implementation of new approach strategies.
