국문 초록

코로나-19 펜데믹, 아프가니스탄에서의 탈레반 정권의 국가 장악, 러시아의 우크라이나 침공 등은 국가안보의 한계와 인간안보의 필요성을 동시에 보여주는 대표적인 사례다. 인간안보의 대표적인 활동인 유엔 평화작전은 안보개념의 변화와 대체로 일맥상통하며 인권보호, 민간인보호, 젠더이슈 등 과거 보다 다양한 임무를 수행 중이다. 평화작전이 장기간 동안 시행되고 있는 레바논은 이스라엘과 44년째 분쟁이 지속되고 있으며 동시에 부패하고 무능한 정부, 최악의 경제위기, 베이루트 항구 폭파 등의 다양하고 복잡한 위기에 직면해 있다. 한편, 한국은 1981년 이후 레바논과 외교적인 관계를 맺고 있으며, 특히 2007년 파병된 동명부대는 한국과 레바논 양자관계에서 적지 않은 의미가 있다. 이러한 측면에서 이 논문에서는 유엔 평화작전이 진행되고 있는 분쟁 당사국의 위기상황을 인간안보 관점에서 고찰해보고, 이를 통해서 평화작전 수행에 필요한 발전 방안을 제시하였다.

영문 초록

The spread of the COVID-19 epidemic, the Taliban regime's state occupation, and Russia's invasion of Ukraine show both the limitations of national security and the need for human security. The main purpose of this paper is to analyze the situation in Lebanon, which is facing a national crisis from the perspective of human security emerging after the Cold War, and to examine the role of the UNIFIL’ mandate to provide implications for the UN, UN missions, and TCC(Troop Contribution Country). Lebanon is still continuing its conflict with Israel, while facing various and complex crises, including a corrupt and incompetent government, the worst economic crisis, and the bombing of the Beirut port. Meanwhile, the Republic of Korea has had diplomatic relations since it established diplomatic ties with Lebanon in 1981. In particular, the Dong-Myeong Unit, which has been deployed since 2007, has a significant meaning in bilateral relations between Korea and Lebanon. This paper diagnoses that examining the crisis situation in Lebanon, where peace operations are being conducted, through analysis from a human security perspective can be effective in implementing the UN mandate.
