국문 초록

본 논문의 목적은 트럼프 행정부와 바이든 행정부의 대북정책을 비교 분석한 후 향후 한국 정부의 대응과 관련한 정책적 시사점을 도출하는 데 있다. 트럼프 행정부는 ‘최대의 압박과 관여’를 대북정책으로 채택했다. 행정부 첫해에는 북한의 비핵화라는 목표를 달성하기 위하여 경제적, 외교적, 군사적 수단을 동원한 강압정책을 추진했다. 2018년 들어 ‘관여’라는 유연한 정책으로 전환해서 싱가포르, 하노이, 판문점에서 3차례 미북 정상회담을 가졌으나 북한의 핵 프로그램 동결에도 실패했다. 바이든 행정부는 ‘잘 조정된 실용적 접근’이라는 대북정책을 채택하고 조건 없는 대화를 북한에 반복하여 제안했으나, 북한의 거부로 의미 있는 관계를 갖지 못하고 사실상 북한을 방치하고 있는 형국이다. 이제 협상을 통해 북핵 문제를 해결하는 것은 불가능한 상황이 되어 버렸으며, 따라서 한국형 3축체계를 보강하는 가운데, 미국의 확장억제를 통한 핵균형을 추구하면서 추가 옵션들도 미래를 위해서 고려할 필요가 있다.

영문 초록

The purpose of this paper is to derive policy implications related to the future response of the Korean government after comparing and analyzing the Trump administration and the Biden administration's North Korea policies. The Trump administration adopted “maximum pressure and engagement” as its policy toward North Korea. In the first year of the administration, to achieve the goal of North Korea's denuclearization, the Trump administration pursued a coercive policy using economic, diplomatic, and military means. In 2018, it switched to a flexible policy of “engagement” and held three US-North Korea summits in Singapore, Hanoi, and Panmunjom, but failed to freeze even North Korea’s nuclear program. The Biden administration has adopted a North Korea policy of “a calibrated and practical approach” and repeatedly proposed unconditional dialogue to North Korea, but has not had a meaningful relationship due to North Korea's refusal, and is virtually neglecting North Korea. Now, it has become an impossible situation to resolve the North Korean nuclear issue through negotiations, so it is necessary to consider additional options for the future while pursuing nuclear balance through the US extended deterrence while reinforcing the ‘Korean-style three-axis system’.
