지자체 재난안전관리체계 향상 방안

국문 초록

최근 재난은 과거에 비해 다양해지고 발생빈도가 증가하고 있다. 또한, 지역주민의 재난에 대한 인식제고는 지방자치단체의 재난안전관리 행정수요 증가로 이어지며, 재난안전관리에 있어 지방자치단체의 역할이 더욱 강조되고 있다. 이에 본 연구에서는 지방자치단체의 재난안전관리체계 역량 강화를 위해 지방자치단체의 현황을 살펴보았다. 또한 일본과 미국의 재난안전관리체계의 체계 및 리더십요인과 지방자치단체의 재난안전관리체계의 인적역량 요인을 살펴보았다. 해외사례 분석을 통해 우리나라 지방자치단체의 재난안전관리체계의 한계를 극복하고 중앙정부와 지방자치단체의 역할을 분담하여 역량강화 방안을 제시하였다.

영문 초록

Recently, disasters have diversified and the frequency of occurrence has increased compared to the past. In addition, the improvement of the awareness of disasters by local residents leads to the increase in the demand for disaster safety management administration for local governments, and the role of local governments in disaster safety management is emphasized more. Therefore, this study examined the current state of local governments in order to strengthen the capacity of disaster safety management system of local governments. In addition, the factors of the system and leadership of the disaster safety management system in Japan and the United States, and the human resource capacity factors of the disaster safety management system in the local governments were examined. Through the analysis of overseas cases, the limitations of the disaster safety management system of local governments in Korea were overcome and suggestions for strengthening the capacity were presented by dividing the role of the central government and the role of local governments.
