국문 초록

현재 바이든 정부는 북한에 대해 강경 노선을 취하고 있다. 트럼프 대통령과 김정은 북한 국무위원장이 지난 2018년 4월과 9월 싱가포르에서 두 차례 회담을 가졌다. 탈레반의 아프칸 재장악 등 변화하는 국제정세는 통일이 언제 올지 어느 순간 통일이 될지 알 수 없기 때문에 남북 교정행정 통합방안 연구가 매우 중요하다고 생각한다. 남북의 교정행정 격차는 수용자 처우 측면에서 매우 큰 만큼 합리적인 통합계획 수립을 위해서는 다양한 분야의 자료 수집과 분석이 필요하다. 통일은 독일의 경우처럼 경제적 우위나 힘의 불균형 완전한 정치적 이해와 통일에 의해 가능해질 수 있다. 예멘이나 베트남, 아프칸에서 볼 수 있는 실패로 난민발생 등 많은 문제가 발생할 경우 많은 희생을 치르게 된다. 이번 연구에서 북한 수용시설은 통일 이후 교정시설과 관련해 가장 필요한 프로그램이었다. '직장 프로그램'과 '인성교육 프로그램'은 다른 두 그룹보다 높은 성공률을 보였다. '인성교육 프로그램'은 통일에 대한 시정 정책에 매우 중요한 역할을 한다. 법무부는 법무연수원에 부서를 설치해 통일에 대비해 법과 규정을 신설하고 통합시스템 내 수용소의 문제점과 개선계획을 해결할 수 있는 시설을 개선해야 한다. 남북통일에 대비하기 위해서는 이러한 주제와 관련 주제들을 지속적으로 연구할 필요가 있다.

영문 초록

The Biden government has taken a hard line on North Korea. President Trump and North Korean leader Kim Jong Un had two rounds of talks in Singapore, in April and September. I believe that the study of inter-Korean corrective administrations is very important because reunification may come at any moment. Since the gap between North and South Korea's correctional administrations is very large in terms of the treatment of detainees, collecting and analyzing data in diverse fields is necessary to establish a rational integration plan. Unification could be made possible by economic superiority or a power imbalance, as in the case of Germany, or by full political understanding and unification. In case of mistakes such as those seen in Yemen and Vietnam, many sacrifices will be made. In this study, North Korean reception facilities were the most necessary programs associated with correctional facilities after unification. The 'work program' and 'personality education program' showed a higher success rate than the other two groups. The 'personality education program' has a very important role in the correctional policy against unification. The Ministry of Justice should set up a department in the Legal Research & Training Institute to establish laws and regulations in preparation for unification and to improve the facilities that can address the problems and improvement plans of the camps in the unified system. In order to prepare for unification of North and South Korea, it is necessary to continue researching these and related topics.
