핵보유 북한이 채택 가능한 도발형태 분석

국문 초록

본 논문은 핵무기를 보유한 북한이 남한에 대한 공산화 통일을 위하여 채택 가능한 방안을 분석하면서 그에 대한 대비책을 제안하기 위한목적으로 작성되었다. 이를 위하여 북한의 군사전략과 핵전략을 분석하였고, 북한의 핵 및 재래식 능력을 남북한의 비교를 통하여 평가한 후도발의 가능성을 판단하였다. 그리고 나서 현 상황에서 북한이 채택 가능한 도발형태를 제시하였다. 분석의 결과, 북한은 ①핵실험이나 미사일 시험발사 재개 ②주도적 한반도 통일을 위한 남한과 주한미군 위협③서북 5개도서 등에 대한 국지도발 ④수도권에 대한 기습공격 ⑤핵위협 하 전면공격 등의 도발을 결행할 수 있다고 분석하였다. 이 중 ①번중에서는 미사일 시험발사의 가능성이 높은 것으로 분석하였고, ②번과③번은 물론이고, ④수도권에 대한 기습공격의 가능성도 배제할 수 없다고 분석하였다. 따라서 한국은 북한의 핵위협이 매우 심각하다는 점을 인식한 상황에서 정부, 군대, 국민이 삼위일체를 이루어 필요한 대비조치를 강구할 필요가 있다. 한미동맹을 강화함으로써 북한의 핵공격을 억제하는 것은 아무리 강조해도 지나치지 않는다고 할 것이다.

영문 초록

This paper is written to analyze North Korean military options to unify the whole Korean Peninsula on its terms with the threat or use of its nuclear weapons. It suggests preparatory measures for South Korea as well. For this purpose, it analyzes North Korean military strategy including nuclear one, compares the military power between South Korea and North Koreas to decide the probability and types of North Korean provocations. As a result, this paper introduced five North Korea military options to South Korea. These are ① the resumption of nuclear and/or missile tests ② a nuclear threat to South Korea and US forces in South Korea to unify South Korea ③ an attack to South Korean islands in Northwestern Sea ④ a surprise attack to Seoul ⑤ all-out war under nuclear threat. It evaluated that another test of long range missiles could be most probable option by North Korea, but South Korea should not exclude option ②, ③ and ④ as well. Therefore, South Korea should recognize the grim reality of North Korean nuclear threat and prepare for the worst case scenario based on trinity between the government, military and people. It should also strengthen its alliance with the US in order to deter North Korean nuclear threat and/or use.
