국문 초록

본 연구는 국익과 외교정책의 관점에서 아프리카에 대한 미국과 중국의 원조 정책 및 행태를 비교·분석한다. 우리는 모든 공여국은 공적개발원조(Official Development Assistance, ODA)를 통해 국익을 추구하며 원조 정책은 외교정책에 기반한다는 현실주의의 가정에서 출발한다. 본 연구에서는 역사적 접근방식을 도입하여 미국과 중국의 외교정책을 살펴보았으며 이러한 외교정책의 틀 안에서 미국과 중국의 대아프리카 외교정책 및 원조 정책을 분석했다. 분석 결과 2000년대 중반 이후의 미국과 중국의 아프리카에 대한 ODA 증가는 양 국의 대아프리카 외교정책의 변화에 근간했다고 보기는 어려우며 여전히 미국과 중국 양 국의 외교정책에서 아프리카는 그 주요성이 제한적이다. 공적개발원조의 주요 목적이 안보·전략적 동기이며 중국식 원조를 경제적 착취라고 비난해 온 미국 또한 본 연구의 분석 결과에 의하면 중국과 마찬가지로 경제·상업적 이익, 특히 석유자원 확보가 대아프리카 원조의 주요 목적이다. 그리고 대 아프리카 외교 및 원조정책이라는 큰 틀 안에서 자국의 국익, 즉 자원시장 확보 및 경제·상업적 이익 추구를 위해 미국과 중국은 아프리카에서 갈등보다는 협력적인 관계로 발전해 나갈 수 있는 측면이 있다.

영문 초록

This study compares aid policy and motivation of the U.S. and China in Africa from the perspective of national interests and foreign policy. Following a realist perspective, we assume that donors pursue national interests via Official Development Assistance (ODA), and aid policy is fundamentally based on their foreign policy. Adopting a historical approach, we examine foreign policy of the U.S. and China and analyze their foreign and aid policy toward Africa. Based on our analysis, we highlight that the rise of the U.S. and Chinese aid to Africa in recent decades does not indicate a fundamental change in their foreign policy toward Africa. Indeed, the importance of Africa in terms of foreign policy of the U.S. and China remain as marginal. Besides, though the U.S. has been highly critical of Chinese aid policy for being 'exploitative,' we underline the similarity of aid motivation of the U.S. and China in Africa. We show that both the U.S. and China pursue commercial and economic interests via foreign aid in Africa. In particular, for both the U.S. and China, securing oil resource is the most important aid and foreign policy motivation in Africa. Lastly, we suggest that under a broad frame of foreign and aid policy in Africa, the U.S. and China could choose cooperation and than a conflictual relations mainly to secure their national interests, namely, commercial and economic interests.
