국문 초록

이 연구는 전세계적 위기인 팬데믹과 더불어 가속화된 업무환경 및 일하는 방식의 변화에 초점을 두고 있다. 특히 공공부문과 민간부문 모두에서 변화에 대응하기 위하여 최신 ICT를 활용하는 스마트 업무환경 및 업무방식 구현을 위해 활용하고 있는 세부적인 기술들에 대하여 공공부문과 민간부문의 구성원들이 적응하는 과정에서 어떻게 인식하고 있는지를 탐색적으로 분석하는 것을 목적으로 하고 있다. 새로운 기술의 도입에는 다양한 이유가 있지만, 일반적으로 편리성, 효율성, 신속성 등의 이유로 도입한다. 그러나 설문조사 결과, 공공부문과 민간부문 종사자들이 사용자의 입장에서 급격한 환경 변화에 대응하기 위해 도입된 최첨단 ICT를 활용 또는 비활용 이유, 그리고 활용에 대한 만족도가 차별적으로 나타남을 이해할 수 있다. 공공부문과 민간부문 모두 스마트 업무환경 구현을 추구하고 있지만, 실제 이를 활용하는 구성원들에게 각 기술의 활용을 장려함에 있어 차별적인 접근이 필요함을 시사한다.

영문 초록

This study focuses on the accelerating work environment and changes in the way we work with the pandemic, a global crisis. In particular, the purpose of this study is to explore and analyze how each member perceives the process of adapting to a smart work environment and work method using the latest ICT in order to respond to changes in both the public and private sectors. There are various reasons for introducing new technology, but it is generally introduced for reasons, for convenience, efficiency, and speed. However, as a result of the survey, it can be seen that the reasons for accommodating new technologies according to individual needs from the user's point of view are discriminatory between public and private sector workers. It is not easy for the public sector to quickly introduce and apply new technologies compared to the private sector. This is because, in many cases, the public sector introduces new technologies after the private sector has sufficiently verified them. This is useful as a strategy to minimize the risk of introducing new technology, but there is also a limitation in that it cannot respond flexibly to rapid change. As a result of the survey, although both the public and private sectors are pursuing the implementation of a smart work environment, it suggests that a differentiated approach is needed to encourage the use of each technology to members who actually use it.
