감염병 시대의 장애인직업재활시설 대응 방안

국문 초록

이 연구는 코로나19와 같은 감염병 상황에서 장애인직업재활시설에서의 장애인 고용 및 직업재활 서비스 대응 방안을 제시하고자 하는 것이 목적이다. 이를 위해 코로나19와 같은 감염병 상황에서 장애인의 일상생활 및 고용에서의 어려운 상황에 대한 국내외 선행연구를 살펴보고, 장애인직업재활 시설의 운영자 및 학계 전문가를 대상으로 질적조사를 실시하였다. 연구결과를 살펴보면 먼저 장애인 직업재활시설은 중복지원 때문에 코로나19로 인한 정부지원금을 받지 못한 것으로 확인되었다. 둘째 비대면 서비스와 관련해서 장애인직업재활시설에서는 비대면 서비스가 활발하게 이루어지고 있지는 못하였고, 상담 및 평가 보다는 훈련프로그램 중심으로 비대면 서비스가 이루어지고 있었으며, 자체 개발 프로그램 보다는 외부기관의 지원이나 프로그램을 활용하고 있는 것으로 나타났다. 마지막으로 감염병 시대에 장애인직업재활시설에 필요한 지원에 대해서는 다른 장애인복지시설과의 차이가 있으 므로, 이를 고려한 지원과 감염병 대응 매뉴얼 개발 필요성을 언급하였다. 이러한 연구 결과를 토대로 감염병 시대의 장애인직업재활시설의 장애인 고용 및 직업재활서비스 대응을 위한 정책방안을 제시 하였다.

영문 초록

The purpose of this study is to present measures to respond to employment and vocational rehabilitation services for the disabled in vocational rehabilitation facilities for the disabled in the context of infectious diseases such as COVID-19. For this purpose, domestic and foreign prior studies on difficult situations in daily life and employment of the disabled in the context of infectious diseases such as Corona 19 were reviewed, and operators of vocational rehabilitation facilities for the disabled and academic experts were interviewed. Looking at the results of the study, first, it was confirmed that most of the facilities that did not receive government subsidies due to COVID-19 were due to overlapping support. Second, in relation to the provision of non-face-to-face services, non-face-to-face services were not actively conducted in vocational rehabilitation facilities, and non-face-to-face services were centered on training programs rather than counseling and evaluation appeared to be used. Lastly, since there is a difference in support necessary for vocational rehabilitation facilities for the disabled in the era of infectious diseases from other welfare facilities for the disabled, the necessity of supporting them and developing an infectious disease response manual was mentioned. Based on the results of this study, policy measures were suggested for employment of the disabled and vocational rehabilitation services in the era of infectious diseases centered on vocational rehabilitation facilities.
