통일 교과 개설의 필요성

국문 초록

조국의 평화적 통일을 위한 노력은 헌법이 명시하고 있는 국가 과제이자 대통령 의무사항이다. 그러나 우리나라 학교 통일교육은 매우 소극적이고 미흡하다고 할 수 있다. 이러한 원인 중 하나로 통일 교육의 중심축과 핵심세력이라 할 수 있는 ‘통일 교과’의 부재를 들 수 있다. 본 연구는 현재와 같이 초ㆍ중ㆍ고교에서 범교과학습주제로서의 통일교육은 계속 이루어져야 하나, 고등학교 선택과목으로 통일 교과를 개설함으로써 통일교육의 중심축과 핵심세력을 확보하고, 정치 논리가 아닌 교육논리에 기초한 지속적이고 안정적인 통일교육과정을 연구ㆍ개발ㆍ보급할 수 있으며, 대학과 사회의 통일교육 및 연구의 활성화와 후속 세대의 양성이 가능하다고 보았다. 이와 같은 본 연구의 목적을 위하여 1) 교과의 의미와 구성 및 성립 조건, 2) 교과의 구성과 성립에 영향을 미치는 요인, 3) 범교과학습주제로서 통일 교육과정의 문제와 한계, 4) 통일교과의 개발 방향과 방안에 대해 살펴보았다. 2022 개정 교육과정은 고교 학점제를 시행하기 때문에 고교에 많은 선택과목의 개설이 요구된다. 이에 통일 교과(목)이 고교 선택 교과목으로 속히 신설될 수 있도록 국가와 교육 연구단체는 통일 교과 교육과정을 속히 개발하고, 이를 편성ㆍ운영할 수 있는 충분한 준비와 조속한 실행이 필요하다.

영문 초록

Achieving peaceful unification of Korean Peninsula is a major task of South Korea as a nation, and doing his/her best to this end is an official duty of the president. Unfortunately, unification education in our schools seems rather insufficient and passive. Why is this happening? Primary reason is that we do not have a linchpin or core strength that can take the lead in reforming and improving unification education. Through this study, I intend to propose that unification education should be upgraded, from just a cross-curricular learning (CCL) subject in public education, to an elective subject starting from high schools. By doing so, we may 1) expect consistent and stable research and development of the curriculum on unification based on educational logics; 2) launch research groups and societies dedicated to the subject; and 3) foster follow-up researchers and educators. Through this study, I aim to give more emphasis on the fact that launching a class subject on unification will not only encourage teachers to serve as a a linchpin to improve and reform the subject education, but also as a core strength to ensure stable research and development of the curriculum. To this end, I first look into the definition, role, characteristics, composition, and justification condition of the term “subject matter”. Then I move on to analyze and review the current limitations and problems of unification education as a CCL subject. Lastly, I explore why we need to come up with a dedicated curriculum on unification and how it can be done. It is my hope that this research may contribute to improvement and reformation of unification education by serving as a theoretical foundation for schools to launch a sufficient curriculum for unification education.
