국문 초록

이 연구는 통일한국의 군사통합의 한 방안을 제시하기 위해 수행되었다. 통일 한국을 실현한다는 것은 두 가지 차원의 문제를 포함하고 있다. 첫째 차원은 통일을 향한 전략에 관한 것이고, 둘째 차원은 통일국가를 건설하기 위한 적절한 모델을 개발하는 것이다. 첫째 차원은 남북한의 통일 과정을 다루는 것인데 비해 둘째 차원은 통일한국이 갖추어야 할 통합의 모습을 구상하는 것이다. 이 연구는 현재 남북한이 가지고 있는 군사력과 군사전략을 살펴보는 것에서부터 시작된다. 이를 배경으로 남북한 군사통합과정을 그려본 후 통일한국이 지향해야 할 바람직한 군사전략을 제시하면서 통일한국군의 적정 규모와 군 구조 및 군사력 배치에 관해 설명하고 있다. 이 연구는 남북한이 통일과 통합을 대비해 적절한 조치를 취해나가는데 도움이 될 수 있다고 생각한다. 통일한국은 동북아안보환경에서 중재자 역할을 수 있어야 한다. 중규모 국가로서 통일한국은 국방정책과 군사전략 측면에서 국가 탄력성을 증대시키는데 집중해야 한다. 이 연구에서 ‘전갈전략’으로 비유되는 군사전략을 수행하기 위해서 통일한국은 통합된 기술집약적 전투능력을 키우는데 모든 노력을 집중해야 할 것이다. 현대전의 특징과 한반도 주변안보상황을 감안할 때 통일한국군의 규모는 첨단 무기체계를 갖춘 24만의 지상군과 각 6만명의 해, 공군 등 총 36만 명 수준에서 결정하는 것이 바람직하다는 제시를 하고 있다.

영문 초록

This study is executed to provide a design of the military integration for a unified Korea. The achievement of a unified Korea involves two dimensions. The first dimension is about the strategy toward the unification. The second dimension covers the appropriate model for a unified state. While the first concerns the process of unifying the North and the South, the second is related to the integration design that a unified Korea should have. This study starts from explaining the current situation of the military capabilities and the strategies of the two Koreas. After examining the process of military integration, this study suggests a desirable military strategy for a unified Korea and provides size of the armed forces for a unified Korea with force structure and deployment of the armed forces. This study can help two Koreas take proper measures to advance toward unification and integration. A unified Korea should play the role of the mediator in Northeast Asian security environment. As a middle power country, Korea should concentrate on increasing national resilience in terms of defense policy and military strategy. For achieving military strategy that is compared to scorpion strategy, Korea should make every effort to construct integrated and technology-intensive combat capability. Considering the features of modern warfare and security environment surrounding the Korean peninsula, the troops of a unified Korea is suggested to be built around 360,000 which consist of 240,000 ground force, 60,000 naval force and 60,000 air force equipped with highly developed weapons system.
