영문 초록

This study aims to find some implications on the site decision for the low to intermediate radioactive waste disposal facility at Gyeongju and its influence on further policy orientations of policy authorities for the national policies of site selection in Korea. For this purpose, this study tries to draw analytical domains in terms of a constructivist approach such as policy institutions, discourses, and regional community. According to the findings, i) the referendum of 2005 which showed high-level of policy acception has been reconstructed as undemocratic and anti-reflective actions among the residents, ii) the regional developmental discourse which overwhelmingly appeared in 2005 has rapidly become differentiated with environmental and democratic values like environmental justice, equity, participation etc. iii) After the site decision, Gyeongju case shows severe hostility and conflict between regions inside Gyeongju on the hand, and between policy authorities and residents on the other hand. Lastly, this study gives rise to some implications that the Gyeongju case is more likely to be reduplicated by the Korean contral government in spite of the case s non-normativity for the futher national projects if policy-makers and residents at targeted regions fail in constructing of democratic and deliberative actions in policy reality.
