국문 초록

전력건설은 군사전략과 작전적 효용성을 치밀하게 분석하는 군사적 전문성이 가장 중요한 요소가 되어야 한다. 정치적 변수가 이 과정에 개입되면 그 전력은 모든 사업을 마치고 작전배치 된 후에도 그 진가를 발휘하지 못하게 될 개연성이 높다. 해군이 역대급으로 평가받는 경항공모함 획득을 추진하는 과정에서 정치적 기회를 위해 군사적 효용성을 약화시키는 교환의 역학이 만들어지고 있다. 이러한 현상은 ‘항모정치’라고 개념화할 수 있다. 본 논문은 “관료정치모델”을 확대적용하여 한국해군의 항모획득 과정을 “군사적 효용성-정치적 기회 교환” 모델로 개념화한다. 해군의 항공모함 추진방식은 국가이익보다는 조직의 이익을 앞세우는 “관료정치모델적” 전력기획의 속성을 내재하고 있다. 특히 항공모함 획득추진상 절호의 기회라는 조직이익적 동인이 강하게 작동하여 작전적 효용성이 약화되어도 일단 전력건설을 추진하는 “정치-효용성 교환”의 역학이 창출되는 양상이다. 교환이 라는 정치적 역학이 작용하면서 항공모함의 대북위협 상쇄임무는 부각되지 못했다. 이로 인해 항공모함의 기본임무가 모호해지고 작전요구성능(ROC)도 정교하지 못한 상황에 직면하고 있지만 전력사업만은 “교환역학”에 의해 추진력이 유지되고 있다. 이러한 ‘정치-군사’ 교환의 문제를 극복하기 위해 합동함 개념적용, ROC 정교화, 차기 항공모함 전력기획과 연계, 해군 및 공군 함재기 혼용 등 다양한 후속조치가 절실하다.

영문 초록

Force planning is a process of acquiring weapon systems and should be shaped by military professionals according to their determination of operational utility. When political variables intervene in the decision-making process, force planning could suffer and weapons systems are likely to be suboptimal. The South Korean navy’s plan to acquire an aircraft carrier sacrifices military utility for political gains. This paper conceptualizes the dynamics of a tradeoff between military utility and political opportunity. The decision to acquire an aircraft carrier is a typical case of force planning led by bureaucratic politics where organizational interests are prioritized over national interests. Motivated by a political window of opportunity, the navy is willing to weaken its military effectiveness to acquire an aircraft carrier. As a result, the navy’s mission has been rendered ambiguous and the navy is likely to be unable to deter North Korean threats. The military, in particular the navy, should adopt a variety of measures such as development of an operational concept for a joint ship, polishing its ROC (Required Operational Capability), considering a mid-class carrier for a second ship, and developing an operational hybrid fighter jet for the navy and air force. These measures will help prevent a new aircraft carrier from becoming a white elephant.
