국문 초록

무역조정지원(TAA)이란 무역자유화 이행과정에서 무역피해를 본 기업이나 근로자를 지원해 주는 제도이다. 본 논문은 국내 TAA 지원 건수와 승인율, 컨설팅 지원 현황에 대해 살펴보고, TAA 센터 역량 강화, 컨설팅 내실화, 중소기업 수출기업화 지원 등으로 나눠 국내 TAA 개선방안을 모색하고자 한다. 우리나라의 제도는 미국의 TAA를 참고했기에 유사한 구조로 출발했으나, 몇 차례 개정을 거치면서 미국 제도와 상당한 차이를 보이고 있다. 대표적으로 미국은 근로자 지원에 초점을 맞추고 있으나, 우리나라는 기업 지원 중심으로 제도를 개정시켜왔다. 국내 TAA 제도 이행 13년을 거치면서 몇 가지 문제점이 누적되어 왔고, 부정적인 평가가 많아 제도 개선의 필요성이 제기되고 있다. 무엇보다 여전히 TAA 기업의 수가 적고, TAA 기업의 부도율이 높다. 또한 미국과 달리 TAA의 구조 조정 성공사례가 부족한 것으로 분석되었다. 한계기업에 대한 컨설팅보다는 금융 지원에 치중하고 있다는 문제도 심각한 상황이다. 전반적으로 TAA 제도가 아직 제대로 정착되지 못하고 있는 것으로 본 연구는 TAA 제도를 평가하고 있다.

영문 초록

Purpose : This paper aims to analyze the problems of the nation s Trade Adjustment Assistance (TAA) performance evaluation and system. The paper explores ways to improve the TAA system in the context of strengthening TAA center capacity, strengthening consulting, and becoming an export enterprise of SMEs. Research design, data, and methodology : This paper conducted the literature review of academic papers and analyzed internet data. Results : Korea s system started with a similar structure as the United States’ TAA, but there are significant differences in regulations and support contents after several revisions. Also, several problems have accumulated after 13 years of implementing the TAA system. As a result, many experts have criticized the TAA system, statingthat the TAA system failed to play a role in corporate restructuring, and focused on financial support rather than quality consulting. Conclusions : This study concludes that the number of TAA companies is still small, and the bankruptcy rate of TAA companies is very high. Additionally, unlike the US, TAA s restructuring success cases were insufficient. Another serious problem is that TAA focuses on financial support rather thanconsulting for revitalizing marginalized companies. Overall, it can be said that Korea’s TAA system has not yet been properly established.
