국문 초록

본 연구의 목적은 원자력 물질의 해상운송에 관한 조건들을 검토하고 국내외 실행사례를 분석하며 향후 원자력 물질 해상운송의 전개 방향을 전망하는 것이다. 연구의 목적을 달성하기 위해 선행연구고찰을 통해 원자력 물질의 해상운송과 관련된 기존 연구를 주제별로 유형화하고 비평하였으며, IAEA, UN, IMO 등 국제기구가 제정한 원자력 물질의 해상운송에 관한 국제 협약과 법규의 특성을 검토하고 우리나라의 법제에 어떻게 반영되어 있는지를 살펴보았다. 또한, 원자력 물질 해상운송의 실무적 특성을 파악하기 위해 국내외 사례연구를 수행하였다. 연구결과 원자력 발전의 선행 핵연료 주기와 후행 핵연료 주기 및 발전소해체 단계별로 요구되는 해상운송의 조건과 특성을 파악할 수 있었다. 향후 사용후핵연료 및 원전해체물질의 운송수요가 꾸준히 증가할 것으로 예측된다. 이에 대응하여 원자력 물질의 해상운송에 대한 전문성과 실무적 역량을 축적하기 위한 정부, 산업계, 교육계의 다각적인 협력과 준비가 요구되는 시점이다.

영문 초록

Purpose : The aim of this study is to review the conditions for maritime transportation of nuclear materials, analyze domestic and international cases, and gauge the future direction of maritime transportation of nuclear materials. Research design, data, and methodology : The existing research was categorized and criticized through a critical literature review. The characteristics of international conventions and regulations established by governmental organizations were also reviewed. In addition, case studies were conducted to understand the practical characteristics of maritime transportation of nuclear materials. Results : It was possible to grasp the conditions and characteristics of maritime transport required in the preceding and following stages of nuclear power generation and the stage of dismantling the power plant. Conclusions : The maritime transport demand for spent nuclear fuel and nuclear power plant decommissioning materials is expected to steadily increasein the future. Therefore, the multi-faceted cooperation and preparation of the government, industry, and education sectors are required to accumulate expertise and practical capabilities in the maritime transportation of nuclear materials.
