국문 초록

본 연구는 대규모 재난 발생 시에 재난에 취약한 자에 대해 피해를 예방하고 감소하기 위한 지원방안을 제시하는 것이 목적이다 일반적으로 재난취약계층은 재난정보 획득이 어렵고 신체적 제약요인으로 . 재난대피 및 대응이 어렵기 때문에 특별한 정책 마련과 관심이 필요하다. 이에 본 연구에서는 해외의 사례분석을 통하여 상이한 재난상황에 대응할 수 있는 매뉴얼의 작성과 교육 및 훈련, 재난약자에 대한 심리적 및 경제적 지원의 중요성, 재난약자 지원 관련 유관기관과의 협력체계 구축, 재난약자 정보의 데이터 구축 및 공유, 복지대피소의 중요성 등 한국 상황에 맞는 방안들이 필요하다는 것을 도출하였다. 이러한 정책적인 방안으로 재난약자에 대한 개념을 우선적으로 정립하는 것이 중요하며, 법령 혹은 조례에서 재난약자에 대한 대상, 범위 등에 대해 규정된 장애인과 노인, 영유아 등과 관련된 업무를 기관별로 정책을 수립하여 체계적으로 시행하여야 할 것이다. 따라서 재난약자의 지원체계 또한 각 개별 기관이 계획과 수립 및 교육을 진행하며, 지원이 필요한 인력과 예산 등은 총괄기관에서 담당하는 것이 보다 효율적으로 운영될 것으로 판단된다.

영문 초록

The purpose of this study is to present support measures to prevent and reduce damage to those vulnerable to disasters in the event of a large-scale disaster. In general, it is difficult for the disaster vulnerable class to obtain disaster information, and because it is difficult to evacuate and respond to disasters due to physical constraints, special policy preparation and attention are required. Therefore, in this study, through the analysis of overseas cases, the creation of manuals that can respond to different disaster situations, education and training, the importance of psychological and economic support for the victims of disasters, establishment of a cooperation system with related organizations related to support for the victims of disasters, It was derived that there is a need for measures appropriate to the Korean situation, such as establishing and sharing data and the importance of welfare shelters. With these policy measures, it is important to first establish the concept of the victims of disaster, and establish policies for the disabled, the elderly, and infants, etc., prescribed by laws or ordinances for the target and scope of the victims, systematically. Should be implemented. Therefore, it is judged that the support system for the victims of disaster will also be operated more efficiently by each individual institution to plan, establish, and conduct education, and that the general institution is in charge of the manpower and budget that need support.
