국문 초록

최근의 재난관리는 재난관리 파트너십, 재난관리 거버넌스를 넘어 재난관리 사회적 자본에 대한 접근에 주목하고 있다. 같은 유형의 재난이 발생하더라도 지역의 사회적 자본축적에 따라서 재난관리 효과성의 차이는 분명히 나타난다. 이 연구에서는 재난관리에서 재난대응 효율화를 위한 사회적 자본을 허베이 스피리트호 기름유출사고를 사례로 선정하여 연구하였다. 분석을 위한 변수로서 사회적 자본 연구에 주로 활용되는 네트워크, 신뢰, 호혜성 그리고 참여 4가지 변수를 허베이 스피리트호 기름유출사고의 사례분석에 접목시켰다. 이 사고의 경우는 사회적 자본의 중요성을 충분히 파악할 수 있는 중요한 사례로서 앞으로의 재난관리에 있어 어떻게 사회적 자본을 형성하고, 이를 지속적으로 확충할 수 있는지에 대한 기초연구로서의 중요성이 있다.

영문 초록

The purpose of this study is social capital analysis for effcient disaster response. By putting together with social capital and related theory and analyzing the private social capital for disaster response can draw the implications. Social capital analysis is composed of networking, trust, reciprocity and participation. The study analyze the social capital in disaster response phase through the example of Hebei spirit oil spill. First, Network can be divided into volunteer network in private sector and government with international cooperation network. And it shows that importance of various networking system. Second, there are trust between government and residents, Samsung and residents, and volunteers and residents in disaster response phase. During the process, residents trust volunteers very tightly, on the contrary of Samsung or government. Third, reciprocity in disaster response phase found out between the residents and volunteers. And there were Indonesian foreign workers volunteers who experiences the tsunami in 2004 in Indonesia. Forth, participant is through the people of every class like private, corporate, government, foreigner and etc. That is very important factoe in disaster management as social capital and to was enough to create the miracle in Taean.
