원전의 원자로 상태에 따른 소비자 후생변화 연구

국문 초록

원자력 발전소 내에 있는 원자로는 신규로 건설되기도 하지만 설계수명이 만료된 후 폐기되거나 계속운전 되기도 한다. 따라서 원전내의 원자로 상태는 다양하게 존재할 것이고 이에 소비자들이 원전에 대해서 느끼는 위험인식과 후생수준이 변화할 것이다. 이미 많은 연구들이 원전 주변지역 거주자들의 위험인식 수준이 높아지고 이에 후생(utility)이 감소한다는 사실을 보여주고 있다. 그러나 원전의 다양한 원자로 상태에 따른 후생변화를 분석한 연구는 전무한 실정이다. 본 연구는 국내 원전의 원자로 개수와 설계수명 변화에 따른 소비자의 후생변화를 정량적으로 측정하였다. 컨조인트법을 이용하여 통하여 소비자들의 후생변화를 측정한 결과 원전과의 거리가 멀어질수록 원전에 대한 위험인식 수준은 감소한다는 것였다. 또 원전내 원자로 추가 건설이나 원자로의 노후화로 인하여 후생이 감소하는 것으로 나타났는데, 설계수명을 연장한 계속운전 원자로로 인한 후생 감소는 설계수명 이내의 원자로로 인한 후생감소보다 7배 정도 크게 나타났다. 따라서 원자로가 노후화 되어 계속운전 여부를 결정할 때 높아지는 위험인식 수준과 소비자 후생변화를 충분히 고려할 필요가 있다.

영문 초록

Some nuclear reactors could be newly constructed, but others would be discarded or continued to operate after its design life has expired. Therefore, the conditions of nuclear power plants would exist in various forms, and the perception of the risks that consumers feel about nuclear power plants would change the consumer utility. This study measured the utility change of consumers according to the various condition of nuclear power plants using the conjoint method. The results show that the risk perception of nuclear power plants decreased as the distance between nuclear power plants and residential areas increased. In addition, welfare decreases due to the addition of nuclear reactors and the aging of nuclear reactors. The decrease in utility for continuous operation reactors with extended design life is 7 times higher than that of reactors within the design lifetime. Therefore, it is necessary to consider the increasing level of awareness of risk and changes in utility when consumers decide whether to continue operation due to aging of nuclear reactors.
