국문 초록

공주, 부여, 익산은 6-7세기 백제의 국가통치 흔적과 역사적, 정치적 기억을 품고 있는 고도이다. 세계문화유산지역은 공주, 부여, 익산 고도가 가진 다양한 역사문화 유산의 일부이다. 공주, 부여, 익산이 지향해야 할 목표는 역사도시, 고도의 역사적 진정성 확립과 문화가치 제고이다. 세계유산지구와 유산지구 밖의 다양한 역사적 기억과 흔적들이 조화롭게 어우러져 있을 때, 세계유산의 OUV와 가치가 제고될 수 있다. 세계유산지구의 보존과 관리는 고도보존정책 및 고도보존계획의 연장선상에서 이해되고 관리되어야 한다. 세계유산과 고도보존계획은 그 목적과 관리대상, 관리내용 등에서 밀접히 연계되어 있다. 고도보존계획은 고도지역 전체의 역사적 골격을 회복하고 역사문화경관을 조성하여 고도의 역사적 진정성을 높이고자 하는 계획이다. 앞으로 고도지역은 상세한 경관관리 및 행위제한 기준을 마련하여, 세계유산지구와 고도지역 전반에 수준 높은 전통문화경관이 재창출될 수 있도록 문화경관 조성의 제도적 틀을 정착시켜야 한다.

영문 초록

Gongju, Buyeo, Iksan are the old capital cities, which have various tangible and intangible historic heritages, related with national governance dating back to 6th-7th century. The Baekje World Heritage Sites are part of the historic heritages of Gonju, Bueo and Iksan. The ultimate goal of these cities lies in increasing the cultural and historical identity. The authenticity of world heritage sites are amplified when there is harmony between various cultural heritages outside the world heritage sites. Management objectives and conservation methods of Baekje world heritage sites & Ancient Capital Conservation Plans of the these cities are closely related. The management system of the world heritage sites should be organized in conjunction with the Ancient Capital Conservation Plan & old capital conservation policy. The Ancient Capital Conservation Plan is intended to restore the historical foundation of the area and enhance the historical authenticity by creating historical and cultural landscapes on the citywide. In the future, the area should establish detailed landscape management guideline to establish the institutional framework of cultural scenery; as this will allow for high quality traditional cultural scenery to be regenerated throughout the World Heritage and ancient capital area.
