국문 초록

아프리카돼지열병(ASF)의 국내 발생이 시작되면서 국가는 이를 막기 위한 다양한 영역화 전략들을 실행한다. 방역망의 구축과 멧돼지 이동 차단선 구축 등과 같은 새로운 영역화 전략들을 통해 바이러스의 확산과 전파를 차단하기 위한 노력이 다양한 국가 기구들을 통해 진행한다. 그러나 이와 같은 영역화 전략들은 항상 국가의 의도대로 진행되진 않는다. 아프리카돼지열병바이러스가 가진 물질적 특성들은 그 자체로 국가의 방역망과 영역화 전략들을 교란시키기도 하며 때로는 무력화시키기도 한다. 그뿐만 아니라 바이러스가 확산되던 시기 예상하지 못한 두 차례의 가을 태풍의 발생 역시 국가의 영역화 전략에 균열을 가하게 된다. 따라서 본 연구에서는 인간 너머의 영토성 개념을 제시하며 국가와 인간의 영역화 전략이 결코 그들의 의도대로 진행되는 과정이 아니라 그 사이에 무수히 다양한 비인간 행위자들이 개입하고 있음을 밝히고자 한다.

영문 초록

The state implements various territorial strategies to prevent the domestic outbreak of the African swine fever(ASF) in Korea. Efforts to block the spread and transmission of the virus through new territorial strategies, such as the construction of defense network and the construction of wild boar fences to block its migration. These territorial strategies, however, are not always employed as the state’s intension. The material characteristics of the African swine fever virus in and of themselves disrupt and sometimes neutralize state’s defense networks and territorial strategies. In addition, two unforeseen typhoons at the time of the virus’s spread also cripple national territorial strategies. Therefore, this study suggests the concept of ‘more-than-human territoriality’. This study reveals the myriad of non-human actors intervening to the process of state and human’s territorial strategies, which were never smooth as they intended.
