침수 취약지역과 사회적 취약계층의 공간적 상관성 분석

국문 초록

현대사회는 기후변화와 급속한 도시화로 인해 자연재해 취약성이 커지고 있다. 특히, 사회적 취약계층은 재난 대응 능력이 떨어지는 등 자연재해에 더 취약한 것으로 알려져 있다. 따라서 사회적 취약계층을 위한 적절한 방재대책은 자연재해 취약성 저감에 크게 기여할 수 있고 환경정의(Environmental Justice) 측면에서도 의미가 있다. 이에 본 연구는 침수 취약지역과 사회적 취약계층의 공간적 상관성을 분석하여 사회적 취약계층이 자연재해에 더 노출되어 있는지 살펴보고자 한다. 본 연구의 공간적 범위는 제주특별자치도이고 분석방법은 집계구 단위로 핫스팟 분석과 상관 분석을 실시하였다. 분석 결과, 고령 및 저소득층이 과거 침수 피해면적 비율과 (+) 상관관계를 보였다. 또한 급경사 지역 등 상대적으로 자연재해에 취약한 지역과 사회적 취약계층이 (+) 상관관계를 보여 재해 발생 시 사회적 취약계층에 미치는 부정적인 영향이 더 가중될 수 있음을 시사했다. 본 연구는 사회적 취약계층이 자연재해로부터 더 노출되어 있어 환경정의가 다소 부족할 수 있음을 실증분석을 통해 확인하였다. 또한, 본 연구는 자연재해 취약지역과 사회적 취약계층의 공간적 상관성을 이해함으로써 상대적으로 취약요소가 집중된 지역에 지역특성을 반영한 재해 예방형 도시계획을 수립하는데 기여할 수 있을 것으로 기대된다.

영문 초록

Climate change and rapid urbanization make our society more vulnerable to natural disasters. In particular, socially vulnerable groups are known to be more vulnerable to natural disasters. Therefore, in terms of environmental justice, it is important to implement urban planning for disaster prevention among socially vulnerable groups. Hence, this study examines the spatial relationship between socially vulnerable groups and flood vulnerable areas. The study area is Jeju where floods occur frequently due to climate and geographical characteristics, and the data was collected from 2006 to 2017 at the census-output-area level. Using this method, we conduct hot spot analysis to identify where high or low values are statistically clustered. Then, we perform a correlation analysis to explore the relationships between social and flood vulnerability. We find that socially vulnerable groups have a positive correlation with flood vulnerable areas. It is meaningful that this study conducts an empirical analysis, which implies the high probability of lack of environmental justice in terms of natural disasters. Moreover, this study is expected to contribute toward the formulation of site-specific disaster management plans by a greater understanding of the relationship between flood vulnerable areas and social vulnerable factors.
