국문 초록

싱가포르는 창조산업을 국가 경제성장의 원동력으로 보고, 그 핵심으로 문화예술발전을 도모하고 있는 대표적인 아시아 국가이다. 문화예술 진흥을 위해 싱가포르정부는 범국가적인 문화예술 정책과 꾸준한 재정 지원을 토대로 다양한 문화 인프라를 구축하고 있다. 최근 조성된 현대미술 클러스터인 길만 바락스는 이러한 노력의 일환이다. 길만 바락스는 싱가포르에 부족하다고 여겨졌던 국제적인 수준의 상업 갤러리들과 비영리 국립연구기관인 난양기술대학 현대미술센터로 구성된 예술클러스터이자, 현대미술의 창작, 전시, 매매에서 연구까지 총체적으로 아우르는 현대미술의 인큐베이터이다. 이는 싱가포르를 동남아시아 현대미술의 허브로 조성하기위한 목적으로 설립되었다. 따라서 본 연구는 정부의 주도 하에 조성 및 운영되고 있는 현대미술 클러스터인 길만 바락스의 사례연구를 통해, 창조산업의 주요 분야인 현대미술의 진흥을 도모하고자 하는 싱가포르 정부의 노력을 다양한 각도에서 심도있게 조명하고자 했다. 이를 위해 싱가포르 문화예술 정책의 역사와 설립배경, 길만 바락스의 조성 과정, 운영 및 전략 계획, 길만 바락스의 기여와 한계를 중심으로 면밀하게 고찰하고, 시사점을 도출하였다.

영문 초록

Singapore is one of the leading Asian countries, which foster the creative industry as a new engine of the economic growth by promoting the art and culture sector. In order to achieve its goal, the government has been establishing the cultural infrastructures based upon cultural policies and generous financial supports for the growth of contemporary art. Gillman Barracks project is also a part of the national strategies to boost the development of the contemporary art scene in Singapore. This very first contemporary art cluster in Singapore is comprised of internationally renowned commercial art galleries and a newly built national research center. Its aim is to serve as an incubator for contemporary art, which encompasses creation, exhibition, business, and research of contemporary art in Singapore and the region. This is the government’s measures to transform the nation into the hub of the contemporary art in the Southeast Asian region. Therefore, this case study will help understand the role of the government to develop contemporary art in the country and the paper attempts to analyze the key elements leading to the government-driven development of the Gillman Barracks in the context of the creative industry. For this, the paper examines the historical background of Singapore’s cultural policies, the strategies behind the creation and management for the cluster, and its contribution and limitation for the contemporary art scene in Singapore.
