공연예술단체 공공지원의 자부담 제도 개선방안

국문 초록

지난 30년간 정부에서 공연예술을 지원하였지만, 민간 공연예술단체들의 제작환경은 나아지고 있지 않고 있다. 공연예술단체의 자생력을 갖추도록 강조하고는 있지만 국내의 개인기부 그리고 기업메세나가 활발하지 않은 상황에서 자생력을 갖춘다는 것은 참으로 어렵다. 그렇다면 관객들의 입장료 수입 그리고 초청공연으로 단체의 수입을 높여야 하는 것이 현실적이다. 현재 공공지원금 중 가장 많은 부분을 차지하는 문예진흥기금에서는 공연예술단체 자부담을 최소 10% 요구하고 있다. 전체 사업의 보조금을 교부하는 것이기 때문에 전체 사업비를 지급하지 않고 있고 최소한의 자부담을 지원받는 단체에서 마련하도록 하는 것인데 자부담 제도에 관한 구체적인 지침이 마련되지 않아, 지원기관에 따라 자부담 요구 비율이 다르고, 자부담에서 사용할 수 있는 예산항목에서도 차이가 나고 있다. 따라서 본 논문에서는 정부의 지원을 받는 공연예술단체들의 자부담 제도의 문제점 파악을 위해 지원기관과 공연예술단체의 설문조사를 실시하였다. 자부담 제도에 관한 지원기관과 공연예술단체의 시각차이를 알아보기 위해 지원기관과 공연예술단체를 설문을 나누어 실시하였고 그 결과 자부담 제도에 대한 몇 가지 문제점을 발견할 수 있었고 이에 대한 개선방안을 제시하였다.

영문 초록

The public grant to the non-profit arts organizations requires the matching fund minimum 10% of the total budget to do their project. The public support by government has started from around 1970’s, but the environment of the artists and arts organization has not been improved at all, and there are not enough donations by private sectors, for example corporate foundations, individual donations. Therefore the arts organization is very hard to get fundraising and relies on the subsidy. This study is focusing on the non-profit performing arts organization and its matching fund program when it gets subsidy for its project; producing theatre, modern dance, and so on. There is no policy for the matching fund program, regional arts foundations do their own interpret to apply it. Because of this confusion, the arts organization has hard time doing its project when setting the budget of the project and fundraising for it. Especially, the matching rate is a problem for applying the matching program. The minimum rate is 10% but a regional foundation requires almost 50%, so this rate is a burden for the arts organization especially for the performing arts. The performing arts organization has to be able to stand by itself later and develop its ability of fundraising. Therefore when the government supports the grant to the arts organization, it should educate the important of the fundraising to have be able to stand by itself. Also the government needs to set clear policy about running the matching fund program.
