국문 초록

2005년 ‘문화예술교육지원법’의 제정과 ‘한국문화예술교육진흥원’의 설립 이후 십여 년의 세월동안 우리나라 문화예술교육은 그 규모와 범위 면에서 괄목할만한 성장을 이루어왔다. 새로운 십년을 향해 발을 내딛는 시점에서 ‘문화 ODA의 확대’와 같은 외적 요인은 물론이고 ‘국내 문화예술교육 역량 강화’와 같은 내적 요인으로 인해 문화예술교육의 국제적 층위에 관한 관심이 새롭게 부상하고 있다. 이러한 배경에서 본 연구는 한국문화예술교육진흥원이 지금까지 진행해온 다양한 국제교류 사업들을 대상으로 주요한 성과 및 한계를 체계적으로 분석하고 이에 근 거하여 문화예술교육 국제교류 정책의 새로운 방향을 모색하려는 목적을 갖는다. 이를 위해 십여 개에 달하는 정책 사업들을 그 특질에 따라 인바운드 사업, 아웃바운드 사업, 네트워크/협력 사업, 지식정보 구축 사업의 네 유형으로 구분하여 살펴보고, 각 유형별로 주요한 성과를 계승하는 동시에 현재까지 파악된 문제점을 극복하기 위한 정책방안을 구체적으로 탐색하였다. 연구 결과, 문화예술교육 국제교류 사업이 지향해야할 새로운 정책방향으로 명확한 포지셔닝과 인식 공감, 수요기반의 적실성 있는 정책수립, 협력적 거버넌스 중심 사업추진, 사업 효과성 제고를 위한 시스템 혁신, 사업 효율성 제고를 위한 시스템 혁신이라는 과제를 도출하였다. 현재까지 문화예술교육 국제교류 정책을 직접적으로 다루는 연구가 부족했기 때문에, 해당 정책의 현황과 성과에 대한 포괄적인 분석 및 실질적인 전략목표와 세부 과제를 도출하는 데 초점을 맞춘 본 연구를 통해 향후 문화예술교육 국제교류 정책에 관한 다양한 논의들이 촉발될 수 있기를 기대한다. 향후 문화예술교육 국제교류 정책에 관한 다양한 논의들이 촉발될 수 있기를 기대한다.

영문 초록

Since the enactment of ‘Arts & Culture Education Law’ and the establishment of ‘Korea Arts & Culture Education Service’ in 2005, Korea has achieved remarkable development of the arts & culture education in terms of both size and scope. On the starting line of a new decade, the international level of the arts and culture education has been emerging as a matter of deep interest due to the internal factor such as accumulated capacity in Korean arts & culture education sector, as well as external forces such as rapid growth of cultural ODA policy. Against the background, this article seeks to analyze a variety of policy projects implemented to facilitate international exchange of the arts and culture education by Korea Arts & Culture Service, and then to explore alternative directions of the policy. In doing so, the researcher divided a dozen policy projects into four categories(inbound project, outbound project, network/collaboration project, knowledge and information infrastructure project), and examined in detail each and every category to reveal its performances and limitations. As a result, this research was able to suggest five directions for improving international exchange policy of Korean arts and culture education: clear positioning and perception sharing, demand-based policy making, project operation through cooperative governance, system innovation for enhancing the effectiveness of policy projects, and process innovation for raising the efficiency of policy projects. Given the absence of the research on international exchange policy of the arts & culture education in Korea, a comprehensive as well as concrete analysis of the current conditions and alternative directions of the policy can furnish something of interest and entry point to Korean cultural policy researchers.
