국문 초록

우리나라의 감정평가는 공공성ㆍ사회성이 매우 강한 영역으로 감정평가법인은 사기업의 형태로 운영되지만 공기업에 준하는 사회적 의무를 요구받게 된다. 이러한 감정평가업무의 특수성은 감정평가법인이 업무를 수행함에 있어 공기업의 사회적 책임과 사기업으로서의 이윤추구 사이에서 윤리적 갈등을 일으키게 한다. 본 연구는 감정평가업무의 특수성이 반영된 청렴도의 개념을 제시하고 이를 통하여 감정평가의 청렴도를 측정할 수 있는 측정지표를 제시하였다. 감정평가의 업무의 특성과 부패방지의 특성을 반영하여 측정모형의 평가체계를 건전성과 합법성, 투명성, 독립성, 책임성, 부패방지 제도의 실효성, 감정평가 가격 심의 현황으로 구성하였다. 감정 평가법인이 사기업임을 감안하여 기업의 부패측정 체계항목에 공공성을 반영하여 항목을 선정하였으며, 이미 부패 방지 노력을 하고 있는 점을 반영하여 현행 제도의 실효성 검증항목과 청렴 수준의 객관적 지표라고 할 수 있는 감정평가 가격 심의 현황 자료를 반영하여 평가점수에 객관성을 보완하고자 하였다. 본 연구는 감정평가업의 특징을 반영한 청렴도의 개념을 제시한 연구라는 점과 감정평가업계의 청렴도 측정에 대한 방향을 제시하였다는 점에 그 연구의 의의가 있다고 할 수 있다.

영문 초록

Appraisal firms are required to take their social responsibilities in the equivalent level of government-owned corporations due to the strong influence on public interests of appraisal. This unique characteristic of appraisal firms results in ethical conflicts between social responsibilities as a public sector and pursuit of profit as a private sector. This study attempts to develop indicators to measure the integrity of appraisal firms. The integrity measurement model consists of characteristics of appraisal work, anti-corruption and appraisal price review status. Publicness of appraisal is included in the corruption measure index model of private sector, reflecting the social expectation for the appraisal firms. The status of appraisal price review, the indicator of the current anti-corruption system effectiveness, is also included in the integrity measurement model to enhance the objectivity of the model. This study suggests the concept of property appraisal integrity and develops how to measure the integrity of appraisal industry. It also presents a new idea for the ethical management of the appraisal firms, thereby laying some foundation for the development of appraisal industry in accordance with its social responsibilities.
