교과서 구성에 대한 敎育課程과 교과서 발행 제도의 규정성

국문 초록

본고에서는 교과서 서술에 교육과정이 어느 정도의 규정력을 가지고 있는가를 살폈다. 교과서가 교육과정을 수용하는 형식 및 정도는 교과서 발행제도, 집필진의 교육과정 인식 등에 의해 달라진다. 교과서의 외형을 보면 국정 국사 교과서 간에 교육과정 수용 정도에서 상당한 편차를 보인다. 국정제라는 교과서 발행제도의 변수가 균질하게 작용하지 않고 있음을 알 수 있다. 이러한 양상은 교육과정의 법적 규정성과 교과서 집필진의 교육과정에 대한 자율성이 어떠해야 할 것인지에 대한 기초적인 문제에 대한 명확한 정리가 필요함을 말해 주고 있다. 또한 검정 교과서 간에는 교육과정의 수용 정도에 상당한 편차를 드러내고 있어서, 검정제 하에서 다양한 시각의 교과서 발행의 가능성을 볼 수 있다. 그러나 교육과정 수용 정도를 볼 때 7차교육 과정 검정 한국근현대사 교과서의 그 어느 것도 국정 6학년 1학기<사회>보다 교육과정에 강하게 규정되고 있다는 점도 특징적이다. 심화과정 편성에서는 국정교과서에 비해 검정 교과서가 훨씬 더 획일적으로 교육과정을 수용하고 있다. 이는 재정적인 이해 관계가 걸린 검정 통과 여부를 놓고 교과서 제작회사나 집필자들의 운신의 폭이 좁아진 것이라고 할 수 있을 것이다. 상대적으로 국정교과서는 교육과정상의 심화과정 적용을 대단히 탄력적이고 선별적으로 취사선택하고 있다. 이는 검정 심사로부터 자유로운 국정 교과서 집필진들이 교육과정에 편성된 심화과정의 정당성을 인정하지 않았던 데서 기인한다고 할 수 있을 것이다. 결국 심화과정을 놓고 보면 국정교과서에 비해 검정 교과서가 훨씬 획일적이라고 할 수 있다.

영문 초록

The main purpose of this article is to explain how much national curriculum and textbook publication policy influenced the 7th history textbook contents. The contents of textbooks are influenced by publication policy, authors, national curriculum etc. Middle and highschool Korean history textbooks are published on government-authorized publication system. And middle school social studies textbook and highschool Korean modern and contemporary history textbook and world history textbook are published on official approval system. In government-authorized publication system, Korean history textbooks of elementary, middle and highschool are influenced by national curriculum differently. But there are a good few of differences of organizing units among government-authorized korean history textbooks because of not being restricted by government-authorized system to the same extent. We, therefore, reexamine basic problems concerning the interrelation between legal regulation of national curriculum and history textbook writer s autonomy. There are some differences among official approved history textbooks, too. This fact shows un the possibility of publishing history textbooks from various point of view. But all of approved history textbook are stronger regulated than elementary 6th grade government-authorized social studies textbook by 7th national curriculum. In particular, while government-authorized Korean history textbooks apply advancing learning contents in national curriculum to themselves flexibly and selectively, official approved history textbook accepted contents of national curriculum as it is. This is supposed that whether publishing companie and textbook writers wonder whether passing the process of official approval or not. On the other hand, government-authorized textbook writers, who are free from passing test, didn t acknowledge the appropriateness of advance learning contents in national curriculum.
