영문 초록

With the development of the IT environment, means of creating electronic documents and access the media are constantly emerging and evolving. In addition, things(e-books, e-bills, e-prescriptions, etc.) traditionally written in a paper document is created and is being used and the number of the myriad types of electronic documents. And these electronic documents will increase. Basically, these electronic documents is subject to the Framework Act on Electronic Commerce. The Framework Act on Electronic Commerce clarify the legal relationship of the safety and reliability of electronic transactions and electronic transactions by creating a foundation for the promotion of national economic development is to contribute to the law enacted. October 2010, amended the Framework Act on Electronic Commerce in this legislation was heralded. The amendments to the Framework Act on Electronic Commerce, as complete revision, involving electronic documents relating to these matters, and the new majorities and the Certified e-Document Authority that is expected to be activated. The Certified e-Document Authority after 5 years since the introduction of electronic document archiving, despite the challenges of the legal issues still to the storage of electronic documents from businesses are reluctant. These circumstances the Framework Act on Electronic Commerce amendment authorized electronic document storage and related discussions, including the fact that in the future the Certified e-Document Authority by facilitating the addition electronic document archive of electronic documents created and used to activate discuss important Shall be deemed to be an opportunity. The Certified e-Document Authority changes its name to the Certified e-Document Center and emphasized of distribution functions. Through the Certified e-Document Center verifying the unstoraged documents or the establishment of electronic documents related to the authorized distribution and electronic addresses and e-document intermediary institutions in connection with a the Certified e-Document Center is obvious that the activation of The Certified e-Document Authority to be closely related.
