영문 초록

This study is considering support system of Brownfield sites in the U.S.A. Redeveloping brownfields reduces urban sprawl into greenfield areas by encouraging the reuse of established commercial, industrial and residential properties where public services already exist. The new federal brownfield redevelopment law known as the Small Business Liability and Brownfields Revitalization Act　 became law on January 11, 2002. The definition of a brownfield site eligible for federal assistance has been changed to include all real property where expansion, redevelopment or reuse is complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The definition has also been expanded to include land contaminated by petroleum, a controlled substance, or mine-scarred. Sites already under federal oversight, such as for a Superfund removal action, are excluded from assistance. However, these same sites may be considered for assistance on a case-by-case basis if they meet certain criteria. A local government that receives a grant may use up to 10 percent of the grant fund to develop a brownfields program that monitors the health of populations exposed to one or more hazardous materials from a brownfield site and monitoring and enforcement of institutional controls to prevent human exposure to any hazardous substance from a brownfield site. A recipient of an assessment or remediation grant or loan may use a portion of the grant or loan to purchase insurance for the characterization, assessment, or remediation of that site.
