국문 초록

사회구조의 복잡화 및 개인 욕구의 다양화와 함께 국가중심에서 벗어나 탈중심 화되는 경향을 맞게 되면서 국가주권이 쇠퇴하고 시민주권이 강화되고 있다. 본 연구는 시민주권시대를 맞아 시민은 누구이고, 시민주권을 강화하는 요인은 무엇인지에 대해 살펴보았다. 시민은 국민, 인민, 민중 등과 의미가 다를 뿐만 아니라, 권리･ 의무 관계를 가진 국가구성원이라는 경험적 의미보다는 공공업무에 적극적으로 참여하여 자기권리를 주장하고, 공동체의 발전에 책임을 지는 규범적 의미가 강하다. 그리고 시민주권을 강화하고 있는 요인은 여러 가지가 있지만, 시민사회론의 측면 에서 본다면 실질적 민주주의 및 시민사회의 발달과 밀접한 관련이 있다. 대의민주 주의의 한계를 극복하고 실질적 민주주의를 강화하기 위해 기획된 다양한 정치제도가 실험되면서 국정에 대한 시민의 참여가 늘어나고 책임도 증대하였다. 그리고 시민사회의 발달은 국정에 대한 시민참여를 증대할 기회구조를 확장할 뿐만 아니라, 공공성의 증대를 통해 시민의 책임을 강화하게 된다. 시민사회에는 다양한 결사체가 있는데, 자원성과 공공성이 강한 NGO가 시민주권의 강화에 중요하다. 물론 실질적 민주주의와 시민사회의 발달은 오늘날 정보통신기술의 발달이 매개하고 있고, 정보통신기술의 발달이 기존의 참여방식이나 운동방식을 크게 바꾸고 있는 것이 사실이다. 이러한 과정에서도 시민주권이 제대로 실현되기 위해서는 시민사회적 가치의 발현이 중요하므로, 여전히 자원성과 공공성을 담지하는 NGO가 중요한 역할을 하게 된다.

영문 초록

The complexity of social structure and the diversity of individual needs result in declining of state sovereignty and rising of citizen sovereignty. This paper aims to study who citizens are and what factors are reinforcing citizen sovereignty. According to analyses, citizens are different from nation or people in the meaning and normative meanings were inherent in the concept of citizen. The concept of citizen involves responsibilities for the political community as well as individual rights to the state. Although several factors are strengthening citizen sovereignty, I think two factors are critical to the enhancement of citizen sovereignty, such as the development of real democracy and the activation of civil society. It is indebted to diverse political institutions planned to complement representative democracy and enhance real democracy that participation in and responsibility for public interests is increasing. Meanwhile, the activation of civil society is not only contributing to extend the structure of political opportunities to governance, but also increasing citizen responsibility for public interests. NGOs (nongovernmental organizations), which especially retain lots of publicness and voluntarism, are significant in reinforcing citizen sovereignty among diverse voluntary organizations in the civil society. In the information age, it is natural for ICT(information and communication technology) to mediate the development of real democracy and the activation of civil society and change citizen participation and activism methods.
