민관협치를 바탕으로 한 시민정치: 서울시 사례를 중심으로

국문 초록

본 연구의 목적은 서울시의 민관협치 사례를 중심으로 거버넌스 실태를 체계적 으로 진단하고 민관협치를 바탕으로 한 시민정치 역할을 탐색해 보는데 있다. 한국 민주화 이후 민주주의 공고화 단계에서 중요시되는 민관협치의 발전방향을 모색하 고 이를 바탕으로 실질적인 시민민주주의 성장을 도모하고자 한다. 시민의 정치참여 확대는 자연스럽게 지역사회의 문제를 해결하는 주체자로 역 할을 하게 되었다. 민주주의의 성공여부는 대체로 시민의 요구에 대한 체제의 대응 과정 및 대응성과 관련하여 시민성을 갖는 시민이 어느 정도나 참여하는지에 의해 가늠된다. 시민정치가 성공하기 위해서는 민관협력의 정치, 즉 민관협치가 중요하 다. 또한 성공적인 민관협치를 위해서는 적극적인 시민참여가 중요하다. 결국 시민 정치와 민관협치는 매우 밀접한 관계를 갖고 있는 것이다. 이에 서울시에서 시행하고 있는 참여예산제, 원전하나 줄이기, 마을공동체 등 의 정책을 중심으로 민관협치의 내용을 분석하고 문제점과 대안을 모색해 보았다. 결국 민관협치가 공동의 행동 양식으로 뿌리내릴 수 있도록 공무원의 역량과 시민 의 역량을 제고시켜야 하고 이들이 함께하는 교육프로그램과 다양한 협력네트워크 를 구축해야 할 것이다. 또한 민관협치를 활성화시키기 위해서는 민주주의와 공동 선에 대한 사회적 공유, 정보와 자원의 제공과 책임 성찰의 공유, 거버넌스 리더 또 는 사회 혁신가의 발굴과 양성 등 인적자원의 수준향상, 거버넌스의 제도화를 통한 지속적인 확보 등이 필요하다.

영문 초록

The purpose of this study is to systematically diagnose the actual state of governance based on case studies of Seoul city s public - private agreements and to explore the role of citizen politics based on Governance. We seek to develop the public-private partnership, which is important in the democratic consolidation stage, and aim to promote substantial citizen democracy growth. The expansion of citizen participation in politics has naturally played a role in solving the problems of the community. The success of democracy is largely determined by the extent to which citizens with civic involvement participate in the process of responding to and responding to citizen demands. In order for civil politics to be successful, the politics of public-private partnership is important. Active citizen participation is important for successful public-private partnership. Based on this consciousness, we will analyze the content of the private-public contracts centering on the policies of the participatory budget system, the reduction of the nuclear power plant, and the community in Seoul. As a result, civil servants capacity and citizen s capacity should be raised so that public-private partnerships can take root in a common mode of behavior. They need to build educational programs and various cooperation networks with them. In addition, in order to revitalize the public-private partnership, it is necessary to share the social and democratic values with the common good, to share information and resources, to reflect the responsibility, to raise the level of human resources such as finding and nurturing the governor s leader or social innovator.
