국문 초록

2013년도 문화체육관광부의 ‘지역문화지표지수화를 통한 비교분석’ 에 따르면 지방자체단체별 국민문화지수중 ‘지역문화향유’ 부분의 통계분석 지수가 무료공연, 문화예술 강좌, 소외계층 프로그램. 이용권 집행율 등 지극히 단편적이고 변별력이 부족한 5가지의 지표로 한정되고 있어 지역문화향유 측정의 현실적 상황을 반영하기에는 매우 부족한 한계점을 보이고 있다. 따라서 본 연구에서는 상기 보고서의 ‘지역문화향유지수’ 부분을 추출하고 지역문화향유 프로그램의 생산자인 지역문화예술회관 문화향유 사업비지수를 병합 적용함으로서 지수 상호간 변이된 편차의 유의미성을 분석, 실증하여 보다 실효적인 지역문화향유지수로 재산정하고자 한다. 이를 통하여 ‘지역문화향유지수’의 수행영역 지표를 체계화하는 한편, 지역 문화향유 투자 현황이 반영된 구체화된 지역문화향유지수 연구결과를 공개하여 기초지방자치단체 및 산하 공공문화예술회관간의 지역문화향유 강화를 위한 선의의 경쟁을 유발하고, 지방자치단체문화예산 반영의 적극적인 동기부여 등 지역간 문화적 편차 해소에 일조해 나가는데 큰 의의가 있을 것으로 사료된다.

영문 초록

Indicators Indexation of Ministry of Culture, Sports and Tourism 2013, statistical analysis index of Local Culture Enjoyment of each local government s National Culture Score Index is limited to five indexes, free performance, culture and arts lectures, cultural programs for neglected class of people, cultural vouchers etc which are exceedingly fragmentary and have no discrimination. So it doesn t seems enough to apply measurement of Local Culture Enjoyment to realistic situation. Therefore, this research attempts to extract Local Culture Enjoyment Index from the above report and tries to redetermine more effective Local Culture Enjoyment Index by merging and applying local culture and arts center s working expenses in cultural enjoyment service which is a producer of local culture enjoyment program. Through this, the research attempts to systematize a performance area indicator of Local Culture Enjoyment Index as well as it tries to arouse a well-intentioned competition for reinforcement of local culture enjoyment among primary local governments and public culture and arts centers. In addition, it is a meaningful work for primary local governments to be motivated to reflect cultural budget and to solve cultural deviation among regions.
