국문 초록

본 연구는 유네스코 세계무형유산 등재 과정에서 나타나는 대표적인 갈등양상을 규찰하여 해결할 수 있는 상생과 공존방안을 찾아보고자 시도해 본 것이다. 유네스코의 무형문화유산에 대한 정책은 과연 인류의 무형유산을 지켜나가는 데 이바지 하고 있는 것인가에 대한 의문이 든다. 이에 본 연구는 이러한 문제의 국가 간, 지자체 간 과도한 경쟁의 심각성 속에서 유네스코 세계무형유산의 현황과 사회적 안정을 위해, 즉 갈등의 원활한 해결을 위해 필요한 것이 어떤 것인지 생각해보는 초보적인 탐색이라 하겠다. 이를 위해 유네스코 등재 제도를 통해 본 갈등양상의 사례를 통해 3가지 주요사항을 깨닫게 되었다. 이제는 등재 이후 ‘유산의 지속성’을 모색해야 할 때이며, 젊은 세대에게 무형문화유산과 이들의 보호의 중요성에 대한 인식을 고취할 방법을 고려할 때이다. 단순한 순위경쟁에서 벗어나 국가 간, 지역 간 화합과 협력과 함께 국가단위의 사고방식을 넘어서 보편적인 인간의 안전, 인권을 추구하는 것이 문화유산의 참뜻을 살리는 길이다.

영문 초록

This article is to search for a win-win approach along with a co-existence measures to the resolution of the typical aspects of conflicts in the process of being listed on the UNESCO list of intangible heritage. It is questioned whether UNESCO s policy on World intangible heritage contributes to keep the intangible heritage of mankind. In addition, this study may be considered as a rudimentary investigation to figure out what is needed to iron out the conflicts regarding the current situation and the social stability of the world intangible heritage of UNESCO leading to excessive competitions among nations and local governments. It is a time to seek for the persistence of the heritage after registration and to enhance the awareness of the importance of protecting the intangible cultural heritage for the younger generation. Safety and rights of the common human along with the harmony and cooperation among nations and regions should be pursued to attain the true meaning of cultural heritage beyond the each country s way of thinking, just staying far from the ranking competition.
