영문 초록

In this thesis, I have studied on the establishment of modem Japan s financial system and the development of finance from the 1880 s to the 1920 s in comparison with the development of Japanese capitalism and politics. The conclusion is as follows. First, the annual expenditure and revenue of the general account gave emphasis on the priority of military expenditure and assumed the form of finance which promoted the accumulation of capital. Second, Japan s financial system shows both the nature of invasion and dependence. The Japanese capitalism deepened its monetary dependence to England and America through the introduction of foreign capital and at the same time attempted the imperialistic expansion to Asia through the export of capital. Third, the general account, the special account and the local finance have the structure which undertakes their partial responsibilities and help one another. Fourth, the institution of financial democracy has many obstacles. The democratic movement which continued from the People s Rights movement to the Daisho Democracy modified the institution in many aspects and the finance capital in the stage of momopoly lead the reform of institution, but the institution of financial democracy was constantly hampered by the imperial institution to the second world war. Lastly, the government bureaucracy which took charge of the financial administration had the characteristics of undemocratic elements, sectionalism, exclusiveness, private secrecy and uniformity.
