다문화사회 사회통합을 위한 조례 개선방안

국문 초록

다문화사회로 진입하면서 한국은 법제도를 통하여 다문화사회 사회통합의 길을 모색해왔다. 하지만 중앙정부의 법률 체계가 부처 간 중복되고 지원 대상을 한정하며, 사회통합의 의미를 모호하게 규정하고 있다는 점에서 문제제기가 있어 왔다. 이 연구에서는 이주민이 국가보다는 자신이 거주하는 지역 공동체에서 일정한 기여를 하고 구성원의 지위를 얻어갈 수 있도록 기반을 마련해 주는 정책이 사회통합에 더 유용하다고 보았다. 이에 따라 다문화정책의 적용 단위를 지역중심으로 보아 조례를 근거로 하여 사회통합에 기여하는 방안을 제기하였다. 다문화사회 사회통합에 기여할 수 있는 조례가 마련되기 위하여 첫째, 적용 대상에 있어 이주민 용어를 인정하고, 둘째, 이주민을 관리와 시혜의 대상으로 보는 관점에서 탈피하여 이주민이 지역사회에 참여할 수 있는 기구와 방안들을 마련하며, 셋째, 외국인지원 조례와 다문화가족지원 조례를 통합하는 방향으로 나아가야 한다. 또한 넷째, 실질적 민관협력 및 이주민의 지역사회 참여를 확대하고, 마지막으로 중앙정부와 지방자치단체가 역할을 분담하여 다문화정책을 실시해야 한다.

영문 초록

Korean government has promoted social integration through a legal system as our society has continued to move into multicultural society. However, the legal system of the central government in terms of multicultural society has interdepartmental overlap and circumscription of target for support, and ambiguity of the meaning of social integration. Also, based on the fact that immigrant can contribute to the community which they involve and attain a membership in the community, policies on multicultural society have to implement based on a local autonomous ordinance. In this paper, improvement plans were provided for social integration. First, local ordinance recognize immigrant as a legal term. Second, organizations and methods have to be established for engagement of immigrant beyond the perspectives that they are the object of support and control. Third, ordinance for foreigners and multicultural families can be integrated. Fourth, public-private cooperation and immigrants participation have to be expanded. Last, the central government and the local autonomous have to play distributed roles to implement multicultural policies.
