정부산하 비형식교육기관에서의 다문화교육프로그램 개발을 위한 방향성 탐색

국문 초록

우리나라가 본격적으로 다문화사회에 접어든 이래로 다문화교육에 대한 다양한 정책에 기반한 실천적 활동이 점차 확대되고 있다. 특히 학교교육에서의 다문화교육은 교육정책이나 교육의 방향에 대한 논의가 활발한 편이나, 비형식교육기관에서는 전국적으로 광범위하게 다문화교육이 실시되고 있음에도 불구하고 다문화교육의 방향에 대한 연구는 별로 이루어지지 않고 있다. 이에 본 연구에서는 국내외 정부산하 비형식교육기관에서의 다문화교육 현황을 분석하고 그에 따라 다문화교육의 대표적인 학자인 Banks의 다문화교육 방법론과 성찰적 활동을 강조하는 Kolb의 경험적 학습이론에 기반한 비형식교육기관을 위한 다문화교육프로그램의 방향성을 제안하였다. 이를 정리하면 교육대상으로서는 이주민과 내국인이 함께 참여할 수 있어야 하며, 내용적으로는 다양한 문화의 평화로운 공존과 문화적 감수성을 익힐 수 있는 내용이며, 방법론적으로는 교육 참여자가 보다 다양한 구성원의 관점에서 사회와 현실을 바라볼 수 있도록 하는 변혁적 접근을 목표로 하여, 단순한 이해의 단계를 넘어서 인식변화와 실천적 행동으로 이어질 수 있도록 해야 한다. 이를 위해 정부산하 비형식교육기관의 특성을 반영하여 지역과 기관의 특성에 따라 다양한 집단의 관점에서 사안을 바라볼 수 있는 교육프로그램의 운영이 필요하다. 궁극적으로 이러한 요소를 대입한 다문화교육프로그램을 통해 다문화교육이 단순한 문화체험이나 교류를 넘어서 사회 구성원 간의 오해, 차별과 편견을 해소하고, 나아가 우리 사회 구성원들의 다양한 문화적 배경이 우리 사회를 보다 풍부하게 하는 자원임을 함께 인식하며 공존하고자 하는 사회 통합의 역할을 할 수 있어야 할 것이다.

영문 초록

Since Korea has been regarded as a multicultural society in 2006, various governmental policies on multicultural education have been actively practiced. Especially multicultural educations in schools are comparatively more active than those in informal educational institutions affiliated with government in terms of research and practices. However, the nation-wide distribution and diverse educational populations of informal educational institute affiliated with governments take advantage in spreading out and activating multicultural educations to people. This study, therefore, suggested to analyze the current status quo of multicultural education in informal education institutions affiliated with government, which was followed by new directions of multicultural education program development. The educational strategies employed in designing the multicultural education program were based on mostly Banks’ multiculural education methodology which wre supportbed by Kolb’ experiential learning cycle theory. The findings of this study are as follows: First, multicultural education should include both immigrants and local peoples as its participants, while dealing with contents from which participants can learn harmonious coexistence and cultural sensitivity and grasp the society and reality from viewpoints of various members; Secondly, both contents and methods of the multicultural education should bring about the perception changes and behavioral practice of people. To achieve that goal, the education program should employ education strategies based on reflective thinking and activity theories of both Banks and Kolb. Ultimately, the multicultural education program developed by these two features might increase the possibility of social integration where misunderstanding, discrimination, and prejudice among social members can be resolved, and all of social members with multicultural backgrounds are considered as beneficial resources for the development and richness of our society.
