국제테러리즘의 변화와 대응방안에 관한 연구

국문 초록

국제적으로 테러양상에 어떠한 변화가 있는지 살펴보는 것은 앞으로의 세계질서를 체계적으로 조망해보기 위해 반드시 필요하다. 특히 오늘날의 테러는 ‘슈퍼 테러리즘(Super Terrorism)’, ‘메가 테러리즘(Mega Terrorism)’, ‘매스 테러리즘(Mass Terrorism)’, ‘테크노 테리리즘(Techno Terrorism), 그리고 테러저널리즘(Terror Journalism)' 이라는 다양한 변화를 보이고 있다. 이 연구에서는 국제테러리즘의 변화형태를 크게 테러주체별, 테러객체별, 테러피해별로 살펴보고, 한국의 테러리즘 발생가능성을 진단해보았다. 다양화 된 동기를 지니고, 목표달성을 위해 테러행위를 선택하는 테러주체들이 증가하고 있다. 테러수단에 있어서도 사이버무기․레이저무기․생화학무기 등을 이용하여 점점 지능화 경향을 보이며, 극단적인 자살폭탄테러도 증가하고 있다. 또한 정부시설물이나 군시설물보다는 연성표적(Soft Target)인 다중이용시설에 대한 테러공격이 급증하고 있으며, 이에 따라 불특정 다수의 일반인들을 대상으로 무차별적인 동시다발 테러 양상을 보인다. 테러피해에 있어서도 테러단체 또는 테러리스트들이 TV 등의 미디어를 테러의 수단으로 이용함에 따라 테러발생에 대한 간접적 피해(테러에 대한 두려움)도 직접적인 피해만큼이나 심각한 수준에 달하고 있다. 이 연구에서는 국제테러리즘에 대비한 정책적 대응방안으로 국가테러대응 시스템과 관련법률의 제정, 연대의식에 기초한 국제적 협력방안의 구축, 대테러 전문교육기관의 운영 및 전문가 양성, 테러에 대한 정보수집 활동의 강화, 대테러 홍보 강화를 통한 국민들의 인식전환을 제시하였다.

영문 초록

It is certainly necessary to look into a change of terrorism in order to forecast systematically future international order. Specially, recent terrorism is changing as follows as to be various: Super Terrorism, Mega Terrorism, Mass Terrorism, Techno Terrorism, and Terror Journalism. In this study, I classified A change of international terrorism with the subject, the object, the damage. and looked into the terrorism that the occurrence was possible in Korea. Terrorists selecting a terror act are increasing for various goal achievement. Terrorists are using a elaborate means like a cyber weapon, a laser weapon, a biochemistry weapon etc. and suicide bomb terror is increasing. Also, terrorists are preferring the citizen convenience facilities which are Soft Target than government facilities or military facilities. Therefore, it is indiscriminate, and terrorists are increasing terror about the unspecified number of public at the same time. As a terror group or terrorists use TV etc. media to means of terror, The indirect damage of terror (fear of terror) is seriously with the direct damage of terror. Therefore, in this study, I presented ① A national terror response system and legal establishment, ② Construction of international way of cooperation based on to joint consciousness, ③ Operating of an educational institution special counter-terrorism professional training, ④ Enhancement action a terror information collection, ⑤ Enhancement of public relation for consciousness conversion of people to policy response plans preparing for international terrorism.
