국문 초록

전 세계적으로 고령화 인구는 지난 10 년간 각종 통계 단위와 노화의 서비스 네트워크를 전세계의 기록에 따르면 늘고 이 때문에, 정부의 정책 결정자들의 관심과 노년층 인구를 돌보는 사람의 사업에 관심이 있다. 나이 많은 사람의 증가로 사회 보장 혜택에 큰 영향을 미칠 것으로 평가 목격하고 있으며 일본, 한국과 중국 등 아시아 국가를 비롯한 선진국에서 고령화의 간병에 대한 투자, 사회는 이제 이들의 이전 정책 개발 및 그들 각자의 나라에서 출산율 감소 곡선을 그리고 있으며 이들 국가에서 노령화 정책 및 프로그램은 각국이 최대한의 주어진 상황에 따라 포괄적인 프로그램을 운영하고 있다. 세계에서 한국과 같은 나라들, 현재 2006년부터 2050년 초반에 예상 이상의 노령층의 증가에 큰 우려를 표명했다. 이 연구는 주로 기존의 문서를 검토한 결과, 저널, 기존의 정책에 관련된 서적과 기사, 그리고 한국 정부의 보건 복지부의 지원을 통해 프로그램, 연간 보고서, 책, 저널 및 설명서를 연구에 사용되었다. 문학 그리고 종합적으로 검토하고 고령화 프로그램 및 국가에 서비스는 미국과 일본 등 연구 결과 및 권고 사항에 대한 통찰력을 사용했다. 기관 방문과 인터뷰를 한국 당국은 노인에 대한 프로그램 관리와 함께 실시됐다. 케어 인력 및 관리주들 과의 인터뷰도 실시됐다. 기존의 물리적 시설에 대한 방문과 재방문, 인적 자원과 전문성을 정부와 민간단체에서 제공하는 것을 이 연구에서 검토했다. 고령화에 대한 소득, 연금 및 구인확장 사이의 광대한 관심사로 떠올랐다. 노인뿐 아니라 정부, 노인 인구의 지속적인 지원과 같은 이슈에 대한 주요 사항은 한국에서 유휴 노동력 활용에 추진력을 얻고 있다. 정부는 노인에 대한 정책을 펴서 노인을 고용하고 각종 시설과 기관에서 능력이 있는 노인 인력의 요구 사항을 준비를 했다. 이 프로그램은 생계, 건가오가 인식의 다양한 측면에 기여할 수 있었던 은퇴한 노인의 채용을 잘 하여 소득이 크게 개선되고 있다. 그들의 대부분은 그들이 현재로부터 받은 이전의 퇴직 연금 혜택을 증가시키기 위해 직장과 직업의 기회를 부여됩니다. 그들은 소스에 대한 직업을 계속 추가 소득, 건강상의 이유와 의미를 지니고 있고 노인들이 사회에 기여할 수 있는 준비를 하게 됩니다. 한국 정부가 새로운 일자리 창출을 위한 노인 일자리의 기회를 만들어 주어 따라서 노인의 소득 보장을 위한 정책을 만드는 것입니다. 이러한 발언은 정부의 어떤 부분에 독단적으로 이동하고 있는 노인 인구에 대한 소득의 생계유지를 한 프로그램을 가속화 하기 위해 반드시 필요한 것입니다. 노인 인구가 1980년부터 2000까지 3.8%로 증가했다. 노인인구는 2000년부터 2019년에는 한국의 총 인구의 7.2%로, 노인 인구가 될 것으로 예상된다. 거의 80만명 또는 2019 년에는 전체 인구의 약 14%가 노인인구가 될 것이다. 이런 상황을 감안할 때, 한국 정보는 각종 프로그램과 노화와 질병의 예방을 육성하기 위해 노인 인구의 증가에 따른 생산적 지원방법을 내놓아야 한다.

영문 초록

Globally, the aging population registered an increasing number over the last ten years, according to the records of various statistical units and network of aging service worldwide. Due to this, it has been getting the attention and concern of the government policy makers and to those who are in the business of caring for the older population. The increasing number of the older people have been seen assessed as to have a huge impact on the social security benefit, and investments for the caring of the aging population in the developed countries including the countries in Asia such as Japan, Korea and China. Developed societies are now faced with the this situation as a result of their earlier policy and efforts in curving out to decrease the birth rate in their respective countries. The expected recourse from these countries is to do a comprehensive program of action with the situation by introducing and ensuring that policies and programs for the aging population were are given utmost attention. Countries in the world like the Korea, expressed a great concern on the projected increase of the aged beginning the current year in 2006 up to year 2050. The study primarily reviewed existing documentation, journals, books and articles existing pertinent to policies, and programs of the Korean government through the Ministry of Health and Welfare. Annual reports, books, journals and documentation were used in the study. Literature and studies of the aged and the aging population programs and services in countries such as the United States and Japan were comprehensively reviewed and were used to draw insights for recommendations. Institution visits and interviews with the Korean authorities managing programs for the aged were conducted. Interviews with the care giving personnel and administration were also conducted. A visit and revisit on the existing physical facilities, human resources and expertise available from the government and private organizations were reviewed in this study. Aged Income, Pension and Job Extension for the aging population emerged as a vast concern among the aged as well as government. Issues such as continuing support for an aged population to be main streamed in the labor force in Korea is gaining momentum and has been regarded as an area needing further study. The government has put in place a policy to hire and fill in some of its manpower requirements from the senior citizens who are capable of working in various establishments and institutions. The program to employ the retired senior citizen was perceived to contribute greatly in various aspects of improved income sustenance, health and well being. Review of related studies showed that existing policies for senior employment in the US and the UK, showed that the seniors do not stop working as against their counterpart in the Asian countries. Most of them are given work and job opportunities to augment pension benefits they currently received from previous retirement. They continue to work for added income source, for health reasons and for giving the senior citizen the sense that they are able to contribute in the to society. Recent development however, indicated a favorable support and new mind set for the senior citizens who are in need of work and will be given opportunities to continue to work and will not be affected by the existing law of suspension of pension benefits. In the vision statement of the Ministry of Health, it articulated clearly that the Korean government will endeavor to create opportunities for senior citizens for new job positions and creating job opportunities thereby assuring income for the senior citizens. These statements are some of the assertive moves on the part of the government to accelerate its programs for income sustenance for the senior population.
