한미 FTA와 총요소생산성 향상 효과 - 제조업부문 시계열 자료에 의한 분석

국문 초록

  기존연구에 의하면 한미FTA의 경제적 효과는 생산성 향상 효과를 고려하느냐의 여부에 의하여 GDP 증가율 기준으로 4.45배의 차이가 나며, 따라서 대부분의 경제적 효과는 생산성 향상 효과에 의하여 발생하는 것으로 이해될 수 있다. 그러나 기존연구의 한미FTA의 생산성 향상 효과 추계과정은 부분적으로 오류를 포함하거나 논리적 근거가 빈약하다. 본 연구는 수출입과 외국인 직접투자 그리고 R&D 투자가 총요소생산성에 미치는 효과 및 수출입이 외국인 직접투자와 R&D 투자에 미치는 효과를 Panel GMM 분석방식으로 직접 추정하고, 이들 개별효과를 결합하여 한미FTA의 총요소생산성 향상 효과를 추계한다. 분석결과에 의하면, 한미FTA로 인한 대미 수출입 증가에 의하여 총요소생산성은 모두 0.0855%p 증가한다.

영문 초록

  TFP effect was central in the debate around the economic effects of Korea-US FTA. The official report argues that TFP increases 1.2%p for 10 years following the Agreement, and that the consequential effect on GDP growth rate is 4.45 times high in the model including TFP effect. This paper examines the method and procedure of estimating TFP in the official paper, and identifies where the errors come in. It then calculates the TFP effect of Korea-US FTA. It first estimates how TFP is affected by exports and imports, FDI, and R&D. It also estimates how exports and imports affect FDI and R&D. Finally, it puts together the unbiased estimates of each regression equation, price elasticities of exports and imports, and tariff effects of the Agreement. It concludes from this calculation that Korea-US FTA increases TFP by the estimated value of 0.0855%p.
