국문 초록

  본 연구에서는 지금까지 우리나라와 체결한 FTA의 개요를 살펴보고, 6월 1일 발효된 한？아세안 FTA의 상품협정관세적용 절차를 비롯한 기체결국가와의 상품협정관세적용 절차의 차이점을 살펴봄으로써 FTA의 원활한 이행을 위한 협정관세 적용의 혜택을 높이고자 한다.
  FTA 상품협정관세 혜택을 높이기 위해서는 원산지에 관한 모든 내용을 완벽하게 숙지하고 있어야 할 것이다. 또한 FTA 상품협정관세를 적용받기 위해서는 상품협정에서 정한 원산지결정기준에 의하여 상품협정국가가 원산지가 되어야 한다.
  따라서, 상품협정관세 적용오류를 예방할 수 있는 방법은 ①체약상대국의 상품협정관세적용 품목인지, ②상품협정의 규정에 의한 원산지결정기준은 무엇인지, ③그리고 누구에게 원산지증명서를 발급받아야 하는지, ④원산지증명서 양식은 어떤 것을 사용하는지를 확인하여야 한다.
  또한 상품협정대상 품목이라면, 무역계약 체결 시 선적서류 이외의 상품협정에 따른 원산지증명서 송부를 약정하고, 새로운 업체와 거래하는 경우 수입물품의 실제 생산여부와 원산지인정 기준에 부합하는지 등을 미리 확인하여야 통관 후 상품협정관세 적용이 불인정되거나 추징당하는 등의 불이익을 예방할 수 있다.

영문 초록

  In this study, as long as examines abstract of FTA that have contracted with our country, and is fermented on June 1, including goods agreement tariffs application of ASEAN FTA finally, examining difference of goods agreement tariffs application with a benefit of goods agreement tariffs application for smooth performance of FTA raise wish to.
  Will have to be knowing well all contents about place of origin perfectly to enhance FTA of benefit goods agreement tariffs. To be applied FTA goods agreement tariffs, agreement country by place of origin decision standard that decide in agreement must become place of origin.
  Method that can prevent goods agreement tariffs application mistake ① whether is goods agreement tariffs application item of conclusion of a treaty opponent ② whether place of origin decision standard by regulation of goods agreement is what ③ and whether should be issued certificate of origin to someone ④ certificate of origin style use something confirm must.
  If is goods agreement target item, goods agreement tariffs application can become disapproval or prevent disadvantage of is collected in addition after entry though confirm beforehand when contracts trade contract, agree to certificate of origin sending by goods agreement except shipping documents, and when deals with new company, I coincide in place of origin recognition standard with actuality production availability of income goods.
