국문 초록

연구목적 본 연구는 우리나라에서 지방교육청 주도로 확산되고 있는 IB(International Baccalaureate) 프로그램의 도입 양상과 그 사회적 함의를 분석하고, 이에 대한 체계적 프로그램 평가의 필요성과 실행방향을 탐색하는 데 목적이 있다. 연구방법 IB 프로그램 도입 과정을 검토하고, IB 프로그램이 교육의 정치화⋅입시제도 개혁의 모델화라는 양상을 보인다고 판단하였다. 이러한 분석을 바탕으로, Rossi 등(2019)의 프로그램 평가 영역(수요, 디자인, 과정, 효과성, 효율성 평가)과 Fitzpatrick 등(2022)의 평가 접근법(판단 지향, 프로그램 지향, 의사결정 지향, 참여 지향 접근법)을 적용하여 IB 프로그램 평가의 실행 방안을 탐색하였다. 연구결과 IB 프로그램 평가는 단순한 성과 검증을 넘어 교육의 정치화를 완화하고, 지방교육자치의 실질적 구현과 교육정책의 주체적 수용을 가능하게 하는 제도적 장치로 기능할 수 있음을 제안하였다. 또한 정보화된 환류 체계를 구축함으로써 교육정책의 합리성과 지속가능성을 높이는 역할을 강조하였다. 학술적 기여 본 연구는 프로그램 평가를 제도화된 성찰의 과정으로 보고, IB 프로그램 평가가 향후 교육정책 전반의 민주성과 전문성을 강화하는 기제가 될 수 있음을 시사한다.

영문 초록

Purpose This study aims to analyze the introduction and social implications of the International Baccalaureate (IB) programme, which has been expanding under the initiative of local education offices in South Korea, and to explore the necessity and implementation strategies of a systematic program evaluation. Methods To this end, the study reviewed the process of IB adoption and identified two major patterns: the politicization of education and the use of IB as a model for entrance examination reform. Based on this analysis, the study applied the five evaluation domains proposed by Rossi et al. (2019)—needs assessment, design assessment, process evaluation, effectiveness evaluation, and efficiency evaluation—and the four evaluation approaches outlined by Fitzpatrick et al. (2022)—judgment-oriented, program-oriented, decision-oriented, and participationoriented approaches—to propose practical strategies for evaluating the IB programme. Results The findings indicate that IB programme evaluation can function not merely as a mechanism for performance verification but as an institutional device that mitigates the politicization of education, enables substantive local educational autonomy, and facilitates the autonomous adaptation of educational policies. Furthermore, establishing an informed feedback system is emphasized as a way to enhance the rationality and sustainability of educational policy. Contributions This study concludes that program evaluation should be viewed as a process of institutionalized reflection and suggests that IB programme evaluation can serve as a mechanism to strengthen the democracy and professionalism of future educational policies.
