제주도 공립 IB 학교에 대한 학부모들의 경험과 인식 분석

국문 초록

연구목적 본 연구는 제주도 공립학교에서 IB 교육을 경험한 학부모들의 인식과 경험을 탐색하여 IB 교육의 성과와 한계를 규명하고, 지속가능한 정착을 위한 정책적 시사점을 도출하는 것을 목적으로 한다. 특히 교육의 주요 이해관계자인 학부모 관점에서 IB 교육의 가치와 현실적 어려움을 균형 있게 이해하고자 했다. 연구방법 혼합연구방법을 적용하여 IB 학교 학부모 50명을 대상으로 설문조사를 실시하고, 이 중 5명과 심층 면담을 진행했다. 양적 자료는 기술통계로 분석했으며, 질적 자료는 Colaizzi의 7단계 현상학적 분석법을 적용하여 4개 범주, 8개 대주제, 25개 소주제를 도출했다. 연구결과 학부모들은 IB 교육을 주입식 교육의 대안이자 창의적⋅비판적 사고 함양에 효과적인 교육으로 인식했으나, 제주도 공립학교 IB 교육 도입의 맥락에서 정책 불안정, 교사 지원 부족, 초⋅중⋅고 연계성 결여 등 구조적 한계를 지적했다. 질적 분석 결과, 학부모들은 초기에는 낯설어 불안했지만 자녀의 변화를 보며 신뢰가 생겼다. 이후 교육의 본질을 재확인하고, 확산 필요성에 공감했다. 다만 제도적 지원의 부족으로 인해 어려움을 겪는 경우가 많은 것으로 나타났다. 본 연구는 학부모의 경험을 양적⋅질적으로 탐색하여 IB 교육의 성과와 한계를 균형 있게 제시했다. 특히 제주 지역에서의 IB 고등학교 과정인 디플로마(DP) 프로그램의 부족과 전담 부서의 부재가 연계성을 저해하는 병목 현상의 원인임을 확인했다. 학술적 기여 이 결과는 제주도 공립 IB 학교의 안정적인 정착과 이를 통한 한국 공교육의 긍정적 변화에 기여할 근거를 제공한다.

영문 초록

Purpose This study explores parental experiences and perceptions of IB education in Jeju's public schools to identify its outcomes and limitations and to derive policy implications for sustainable implementation. It seeks to understand both the value of IB education and its practical challenges from the perspective of parents as key stakeholders. Methods Using a mixed-methods approach, we surveyed 50 parents of IB school students and conducted in-depth interviews with 5 of them. Quantitative data were analyzed using descriptive statistics, while qualitative data were analyzed through Colaizzi's seven-step phenomenological method yielding 4 categories, 8 major themes, and 25 sub-themes. Results Parents recognized IB education as an alternative to rote learning and effective for developing creative and critical thinking. However, they identified structural limitations in Jeju's public IB implementation, including policy instability, insufficient teacher support and weak continuity across primary, middle, and high school levels. Qualitative analysis revealed that parents initially felt unfamiliar and anxious but developed trust as they witnessed changes in their children. They later reaffirmed the essence of education and agreed on the need for expansion though many faced difficulties due to lack of institutional support. This study presents a balanced view of IB education's achievements and constraints through both quantitative and qualitative exploration of parental experiences. Notably, it confirms that the shortage of IB Diploma Programme high schools and the absence of a dedicated administrative unit in Jeju create bottlenecks that undermine program continuity. Contributions These findings provide evidence for the stable implementation of public IB schools in Jeju and their potential to drive positive transformation in Korean public education.
