국문 초록

본 연구는 유보통합 정책 추진을 배경으로 영유아교사들이 보육·교육과정 운영 과정에서 인식하는 ‘교육’과 ‘돌봄’의 의미를 탐구하고, 이를 통해 통합적 교육체계 구축을 위한 시사점을 제시하는 데 목적을 두었다. 연구 참여자로 어린이집 교사 3명과 유치원 교사 3명을 선정하여 2024년 10월부터 12월까지 총 5회의 집단면담을 진행하였으며, 질적 내용 분석을 통해 자료를 귀납적으로 범주화하였다. 연구 결과, 교사들은 첫째, 유치원은 ‘교육’, 어린이집은 ‘돌봄’이라는 사회적 이분법적 인식과 제도적 구조에 의해 정체성 혼란을 경험하였다. 둘째, 실천 현장은 정서적 민감성, 기다림, 신체적 지원 등에서 교육과 돌봄의 경계가 모호하며, 이는 교사의 개입 방식에 따라 유동적으로 변화하는 것으로 느끼고 있었다. 셋째, 영아와 유아의 발달 단계에 따른 돌봄과 교육의 전문성 차이를 인식하며, 정책적·양성과정 차원의 차별화된 접근이 필요함을 강조하였다. 본 연구는 유보통합정책이 단순한 제도 통합을 넘어 교사의 실천적 전문성과 사회적 인식 개선을 동반해야 함을 시사하며, 교육과 돌봄의 통합적 이해를 기반으로 한 현장 중심의 지원 체계 마련을 제언한다.

영문 초록

This study explored early childhood teachers’ perceptions regarding the concepts of education and care within South Korea’s Integrated Early Childhood Education and Care (ECEC) policy. Using qualitative content analysis, group interviews were conducted with three kindergarten and three daycare center teachers from October to December 2024. The findings revealed three key themes. First, teachers experienced identity confusion due to societal and institutional dichotomies that position kindergartens as educational settings and daycare centers for careoriented environments. Second, in practice, the boundaries between education and care were fluid, shaped by teachers’ emotional sensitivity, responsiveness, and contextual decision-making. Third, teachers emphasized the need for differentiated professional training and policy support tailored to the developmental needs of infants (0-2 years) and young children (3-5 years). This study underscores the importance of moving beyond structural integration in ECEC policy and calls for a holistic approach that redefines teacher professionalism, fosters societal recognition of care as educational practice, and establishes stage-specific support systems.
