Institutionalizing Saemaul Studies: The Role of Professor Choi Oe-chool and the Kuhnian Framework

국문 초록

The Saemaul Undong, launched in the 1970s under the leadership of President Park Chung Hee, was a transformative community development policy that played a key role in Korea’s rapid industrialization and poverty alleviation. This essay examines the pioneering academic work of Professor Choi Oe-chool, who led the effort to establish Saemaul Studies as a distinct academic discipline rooted in the experiences and philosophy of the Saemaul Undong. Rather than remaining a mere case study, Saemaul Studies has developed into a comprehensive knowledge system supported by institutional structures such as academic associations, graduate programs, research journals, and international partnerships. The analysis draws on the philosophy of science developed by Thomas Kuhn, particularly his concept of normal science, which requires a shared scholarly community, structured educational programs, and formalized institutional infrastructure. The essay argues that Saemaul Studies has steadily progressed toward meeting these criteria. It embodies a paradigm shift in development thinking by placing community spirit, self-reliance, and ethical development at its core—principles later expanded into the more inclusive framework of “Saemaul Spirit 2.0,” which incorporates sharing, service, and creativity. This shift signifies a move from material-centered development to a more human-centered and culturally adaptive approach. Beyond theory, Saemaul Studies is being disseminated and applied across multiple developing countries through joint educational programs, training centers, and collaborative projects. These practices underscore the global relevance of the field and its potential as a transdisciplinary framework that bridges local experiences with global development challenges. Ultimately, Saemaul Studies emerges as a mediating discipline—connecting practice and theory, locality and universality, tradition and innovation—and continues to evolve as a knowledge asset for addressing global poverty and promoting sustainable human development.

영문 초록

1970년대 박정희 대통령의 주도로 전개된 새마을운동은 한국의 산업화와 빈곤 극복에 핵심적인 기여를 한 실천적 개발 모델이다. 본고는 이러한 새마을운동을 하나의 독립된 학문 분야로 정립하고자 한 최외출 교수의 노력과 성과를 조명하고자 한다. 새마을학은 단순한 정책 사례 연구를 넘어, 공동체 정신과 자립 역량 강화, 윤리적 개발 철학을 기반으로 새로운 학문적 정체성을 형성해 왔으며, 학술 단체, 교육과정, 학위 제도, 학술지, 국제협력 등 다양한 학문 인프라의 구축을 통해 제도화 과정을 거쳐왔다. 특히 본 연구는 새마을학이 과학철학자 토머스 쿤이 제시한 ‘정상과학’의 조건—학문 공동체, 정규 교육 체계, 제도적 틀—을 점차 충족해 나가고 있으며, 개발학 및 국제개발협력 분야에서 하나의 신흥 학문으로 부상하고 있음을 보여준다. 근면, 자조, 협동이라는 원래의 새마을정신에 더해, 나눔, 봉사, 창조의 가치를 더한 ‘새마을정신 2.0’은 단순한 물질적 성장 모델이 아닌 사람 중심의 통합적 개발 접근을 가능하게 하였다. 나아가 본 논문은 새마을학이 국내를 넘어 국제개발협력 현장에서 공유되고 응용되는 실제 사례들을 통해, 학문으로서의 보편성과 적응 가능성을 동시에 입증하고 있음을 보여준다. 새마을학은 지역성과 세계성, 실천성과 이론성을 아우르는 매개적 학문으로 자리매김하고 있으며, 앞으로도 지구촌 공동 과제 해결과 인류 삶의 질 향상에 기여하는 학문적 자산으로 발전해 나갈 것이다.
