교육복지우선지원사업의 정책 효과 분석: 학교생활 및 수업, 심리 특성, 학업성취도 차이를 중심으로

국문 초록

이 연구는 2006년부터 본격 운영되어온 교육복지우선지원사업의 참여 여부와 조사차 수에 따른 학교생활, 학교정규수업 평가, 학습 및 심리 특성, 학업성취도의 차이를 통해서 정책적 효과를 종합적으로 분석하는 데 목적이 있다. 이를 위해 서울교육종단연구 1기(1~9차, 2010~2018년) 자료에서 고등학생을 대상으로 하여, 1~3학년이 되는 과정에서 변화와 차수(①1~3차, ②4~6차, ③7~9차) 간에 변화도 살펴보았다. 분석 결과 학생들의 학교생활과 학교정규수업 평가, 학습 및 심리특성, 진로, 학업성취도가 조사 차수가 지날수록 긍정적으로 변하는 것으로 나타났으며, 교육복지우선지원사업 대상 학교 학생이 전체적으로 낮기는 하지만 그 차이가 감소하는 것으로 나타났다. 학업성취도에 직접 효과는 없었으나 고학년으로 갈수록 그 차이는 다소 감소하는 것으로 나타났다. 교육적 소외계층 학생의 잠재적 성장을 위한 종합적 지원을 목적으로 하는 교육복지우선지원사업과 같은 교육정책에 대한 효과는 특정 시점과 단기간에 평가하는 것은 한계가 있으며, 장기간 관찰과 더불어 정책의 점검 및 지속적 관리가 필요하다는 것을 확인할 수 있었다.

영문 초록

The purpose of this study is to comprehensively analyse the policy effects of the Education Welfare Priority Support Project (EWPS), which has been in full operation since 2006, and the effects of the number of years of the survey, not only on academic achievement, but also on school life, regular school assessment, learning and psychological characteristics. To do so, we used data from the first wave of the Seoul Longitudinal Study of Education (waves 1-9, 2010-2018), focusing on high school students in that period, and examined changes over the course of their first to third years, as well as changes between waves 1-9 (waves 1-3, waves 4-6, and waves 7-9). The results of the analysis showed that overall, students' school life, regular school assessment, learning and psychological characteristics, career paths, and academic achievement changed positively as the survey period progressed. Although there was no direct effect on academic achievement, the difference between students in the priority schools and students in the general schools decreased somewhat as they progressed to higher grades. The results show that the effectiveness of educational policies such as the EWPS, which aims to provide comprehensive support for the potential growth of students from educationally disadvantaged groups, is limited to evaluating them at a specific point in time and in a short period of time, and that long-term observation and continuous management of the policy are necessary.
