Empirical Analysis of Collaborative Governance and Extrinsic Motivation Affecting Resident Participation in Saemaul Development in a Developing Country: A Case Study of Guinea

국문 초록

This study aims to elucidate the effect of collaborative governance and extrinsic motivation on resident participation within the context of Saemaul Development in a developing country. Drawing data from a survey conducted among participants of the Zero Hunger Village (ZHV) project in Guinea, facilitated by the World Food Programme (WFP), this research utilizes Structural Equation Modeling (SEM) to evaluate the impact of collaborative governance and extrinsic motivation on resident participation. The results indicate a significant relationship between collaborative governance and extrinsic motivation, with extrinsic motivation positively affecting resident participation. Furthermore, this study finds that extrinsic motivation fully mediates the influence of collaborative governance on resident participation. These findings suggest the importance of fostering extrinsic motivation through collaborative governance mechanisms to enhance effective resident participation in development initiatives.

영문 초록

본 연구는 개발도상국 새마을개발 추진과정에서 협력적 거버넌스와 외재적 동기부여가 주민참여에 미치는 영향을 실증적으로 분석하고 그 함의를 도출하는 것을 목적으로 한다. 새마을개발은 개발도상국 SDGs 달성과 국가 발전을 촉진하기 위해 도입되고 있으며, 개발도상국 새마을개발 추진과정에서 주민참여에 미치는 영향요인들이 상호 간에 어떠한 영향을 미치는지에 대한 이해가 필요하다. 이에 본 연구는 우선 새마을개발의 개념을 재정리하고 새마을개발의 성공요인에서 주민참여에 미치는 영향요인을 도출하였다. 그리고 WFP 기니 사무소가 새마을개발로 추진하는 ZHV 사업의 참여 주민에 대한 설문조사를 통해 구조방정식 모델링을 활용하여 분석하였다. 분석 결과, 협력적 거버넌스는 외재적 동기부여에, 외재적 동기부여는 주민참여에 긍정적인 영향을 미치는 것으로 검증되었다. 또한, 외재적 동기부여는 협력적 거버넌스와 주민참여 관계에서 완전 매개 효과를 나타내는 것으로 확인되었다. 이는 효과적인 주민참여를 유도하기 위해서는 협력적 거버넌스를 통해 국가적 상황을 반영하는 외재적 동기부여 전략의 필요성에 대한 함의를 제공한다. 연구 결과는 새마을 개발을 통해 발전을 꾀하는 개발도상국에 기초자료를 제공하고, 국가발전 정책을 설계하는 데 유용한 지침이 될 수 있다.
