코로나 19 유행 대비 어린이집용 대응 지침 분석

국문 초록

본 연구에서는 보건복지부에서 9차례에 걸쳐 발간한「신종 코로나 바이러스감염증 유행 대비 어린이집 대응 지침」내용을 분석하였다. 분석방법은 2020년 2월부터 12월까지 보건복지부가 발간한「코로나 19 유행대비 어린이집 대응 지침 제Ⅰ판부터 제Ⅶ-1판, 총 9판을 분석하였다. 분석결과는 다음과 같다. 첫째,「코로나 19 유행대비 어린이집 대응 지침」의 목적은 (1)어린이집 재원아동 및 보육교직원에 대한 코로나 19 예방 및 관리 대응절차 마련과, (2) 어린이집 대응지침을 상황에 맞게 개정하여 원장 및 보육교직원의 역할 등을 제시하는 것으로 나타났다. 그리고「코로나 19 유행대비 어린이집 대응 지침」의 기본방향은 (1) 지역의 코로나19 발생 현황 등을 고려하여 휴원·재개원 및 단계별 조치와 건강 취약계층인 영유아가 이용하는 어린이집 원장은 “코로나 19 관리 체계” 구성 및 유관기관 협조체계 구성하고, (2) 어린이집 원장은 재원아동, 보육교직원 및 방문객 등의 코로나 19 감염예방 및 확산을 방지하고, (3)어린이집 내에서 코로나 19 환자 발생시 즉시 관할 보건소에 신고하고, 추가환자 발생을 차단하기 위해 필요한 조치를 시행하는 것으로 나타났다. 둘째,「코로나 19 유행대비 어린이집 대응 지침」의 내용은 (1) 코로나 19 관리체계 및 유관기관 협조체계 구축, (2) 감염 예방을 위한 관리, (3) 어린이집 등원 출입시 관리 강화, (4) 유증상자 발견시 조치, (5) 시설 휴원관련사항, (6) 재개원 전 조치사항 등으로 나타났다. 이상과 같이 보건복지부의「코로나 19 유행대비 어린이집 대응 지침」은 시의적절하게 총 9회에 걸쳐서 발간되어 어린이집의 휴원･휴업 조치가 신속하게 이루어지고, 이와 동시에 긴급돌봄체계가 가동됨에 따라, 감염확산 방지를 위한 대응이 단계별로 효율적으로 이루어 졌다. 그러나 「코로나 19 유행대비 어린이집 대응 지침」에는 취약아동과 장애아동에 대한 지침 내용이 미흡한 것으로 나타났다. 즉, 취약아동과 장애아동에 대한 별도의 지침과 지원체계의 부재라는 문제점이 있다. 개선점으로 코로나 19 팬데믹과 같은 재난 상황에서 취약아동과 장애아동 지원에 대한 별도의 지침과 지원체계 보강의 필요성이 제기되었다.

영문 초록

This study analyzed “the guidance for daycare centers during the COVID-19 pandemic” published by the Ministry of Health and Welfare in nine editions. The analysis was made in nine editions(IⅠ∼VII-1) which were published from February to December, 2020 by the Ministry of Health and Welfare. The results are as follows. First, “the guidance for daycare centers during the COVID-19 pandemic” aims to (1) prevent COVID-19 and prepare a control guidance for daycare center children and staff and (2) revise the guidance for daycare centers according to situations and suggest the roles of the principal and staff. The basic directions of “the guidance for daycare centers during the COVID-19 pandemic” are that the principals of daycare centers where health vulnerable infants and young children use shall (1) organize temporary closing and reopening and actions in different stages in consideration of local outbreak of COVID-19 and cooperative system with the organs concerned, (2) prevent the infection and spread of COVID-19 for children, staff, and visitors, and (3) immediately report to the competent public health center when there are COVID-19 patients in the daycare center and take necessary actions to prevent further patients. Second, “the guidance for daycare centers during the COVID-19 pandemic” includes (1) building up the cooperative system with the organs concerned for COVID-19, (2) management for infection prevention, (3) stronger management in attending and visiting the daycare center, (4) taking actions when patients are found, (5) temporary closing-related matters of facilities, and (6) actions before reopening. Based on the analysis, “the guidance for daycare centers during the COVID-19 pandemic” by the Ministry of Health and Welfare was published timely nine times for the quick temporary closing of daycare centers. Moreover, emergent care service was operated and preventive actions for infection and spread were efficiently made in stages. However, there are no separate guidances and support systems for vulnerable and disabled children. Therefore, this study presented the need to reinforce guidances and support systems for vulnerable and disabled children in disaster situations such as COVID-19 pandemic.
